Kuwait Strengthens Skills-Based Recruitment for Expatriates

The Public Authority for Manpower (PAM) is taking steps to strengthen the assessment and verification of professional skills among expatriate workers.

The initiative, developed in cooperation with relevant authorities, aims to ensure that recruitment is more closely aligned with Kuwait’s labour market needs and that workers’ qualifications and skills are properly assessed.

As the labour market continues to evolve, greater emphasis on skills and professional standards could help improve the alignment between workforce capabilities and job requirements.

At Future Gate, we believe the future of recruitment is not simply about filling vacancies, it’s about finding the right talent with the right skills for the right role.

MoCI encourages businesses to verify company information before entering partnerships

Qatar’s Ministry of Commerce and Industry is encouraging investors and business owners to use its digital Company Inquiry Service before entering into new commercial partnerships.

The service provides businesses with access to important company information, helping them verify the details of potential business partners before making commercial decisions.

The initiative highlights the growing importance of due diligence and verified information when establishing new business relationships.

As Qatar’s private sector continues to grow, taking the time to verify a potential business partner can help businesses make more informed decisions and reduce potential regulatory and operational risks.

Kuwait Update: New Rules for Visit Visa-to-Residency Transfers

Kuwait has introduced new rules allowing certain categories of foreigners to transfer from an entry visit visa to a regular residency permit.

Under the new regulation, eligible applicants may be required to pay a KD 150 fee for the transfer. The rules cover specific categories, including certain government-entry visa holders, eligible dependents, and some individuals who entered Kuwait on work visas but were unable to complete residency procedures.

Domestic workers and equivalent categories are exempt from the KD 150 fee.

The new provisions took effect following their publication in the Official Gazette.

📌 Anyone considering a visa or residency transfer should verify that their situation meets the applicable requirements before starting the procedure.

COMPLIANCE ISN’T OPTIONAL. IT’S THE BUSINESS.

Qatar’s Ministry of Labour is tightening the rules around recruitment offices and the message to businesses is clear: get compliant or risk your license.

Contract breaches, delayed refunds, inaccurate licensing information, operating outside your approved scope, and failing to properly address complaints can all trigger action.

For recruitment businesses, this isn’t just about avoiding penalties. It’s about building a company that clients, candidates, and regulators can trust.

The takeaway: In Qatar’s evolving labour market, compliance isn’t a cost of doing business. It’s part of your competitive advantage.

Know Your Rights at Work

Kuwait's Public Authority for Manpower (PAM) has reminded employers and employees of their respective rights and responsibilities under the Labour Law through its "Know Your Rights" campaign.

Employers are required to provide a safe working environment, supply protective equipment free of charge, and insure workers against occupational injuries and work-related diseases. Employees, in turn, are expected to follow workplace safety procedures and use protective equipment responsibly.

Workplace safety is a shared responsibility—and a safer workplace benefits everyone.
