What is a White Certificate?
A white certificate is an Energy Saving Certificate or an Energy Efficiency Credit (EEC). White certificates are documents certifying that a certain reduction of energy consumption has been attained. White certificates are tradable and combined with an obligation to achieve a certain target of energy savings. Under such a system, producers, suppliers or distributors of electricity, gas and oil are required to undertake energy efficiency measures for the final user that are consistent with a pre-defined percentage of their annual energy deliverance.

If energy producers do not meet the mandated target for energy consumption, they are required to pay a penalty. The white certificates are given to the producers whenever an amount of energy is saved; the producer can then use the certificate for their own target compliance or sell them to (other) parties who cannot meet their targets. Warthe Energy trades white certificates in Poland, Italy, France and the UK.

What is a Green certificate?
A Green certificate is a certificate proving that power is generated from renewable sources; one certificate represents the generation of 1 Megawatt hour of electricity. Governments want to stimulate power from renewable sources, so each power producer is obliged to buy a certain amount of green certificates on a yearly basis. Several countries have their own local green certificate system like Italy, Belgium, the UK, Sweden, Poland or Romania.

The mechanism of green certificates (CV) is a form of incentives for the production of electricity from renewable sources. This mechanism is based on the mandatory rule that producers and importers of electricity generated from non-renewable sources, must annually introduce into the national electricity system a minimum share of electricity produced by plants using renewable sources.

In fact, the green certificate, which conventionally attests the production of 1 MWh of renewable energy is issued by the Gestore dei Servizi Energetici SpA – GSE – upon request of the holder of a IAFR- qualified plant ( a plant powered by renewable sources) and it has a negotiable value of 1 MWh.

The European Commission has established for 2020 some guidelines related to national policies and global economic targets in order to protect the environment and to steer the process of decarbonisations. The aimed targets are related to, research and innovation, climate change and energy, employment, education and combating the poverty.

The International Energy Agency officially stated, acording to its precise studies that by 2050, there should not be more than a third of the world’s reserve of fossils burning.

On contrary if such happens, the CO2 will heat up the atmosphere by 2 degrees Celsius and the scientists announce that, once it happens, there will be devastating flooding, storms, draught and other violent responses of nature.

With regard to the climate change and energy, the European Union targets to reach the following goals:

› increase energy efficiency by 20%
› reduce greenhouse gas emissions by 20% as compared to 1990 levels.

Warthe Energy is an active Member of Gestore Mercati Energetici S.p.a. and of Gestore Servizi Energetici , as well as of the European UnionRegistry.

GSE Gestore Servizi Energetici is the Institution supporting electricity generation in almost all of the plants fuelled by renewable sources in Italy, being responsible and verifying their technical features, qualifying them and providing support schemes in accordance with the legislation in force.

GSE is also purchasing electricity generated by renewable-energy plants and resell it on different electricity markets. Our Company hold an operative account within GSE, being entitled to operate on its corresponding platform.
