⚠️ بدأ تطبيق تسجيل المعدات الثقيلة... وبدأت معه متطلبات التشغيل

استناداً إلى إعلان الهيئة السعودية للمواصفات والمقاييس والجودة (SASO) ومركز تنظيم المعدات الثقيلة (HERC) عن بدء تطبيق إلزام تسجيل المعدات الثقيلة وإصدار تصاريح التشغيل للمعدات عالية المخاطر في عدد من مناطق المملكة.

ومع بدء التطبيق، أصبحت جاهزية المعدة جزءاً أساسياً من متطلبات الحصول على تصريح التشغيل.

وقد يعتقد البعض أن الإجراء يقتصر على تسجيل المعدة فقط...

لكن الواقع أن استكمال إجراءات التشغيل يتطلب التحقق من الحالة الفنية للمعدة، واستيفاء متطلبات السلامة، واستكمال التقارير الداعمة المطلوبة.

وأي ملاحظات فنية أو متطلبات غير مستوفاة قد تؤثر على استكمال الإجراءات أو تؤدي إلى تأخير إصدار تصريح التشغيل.

Following the announcement by the Saudi Standards, Metrology and Quality Organization (SASO) and the Heavy Equipment Regulation Center (HERC) regarding the mandatory implementation of heavy equipment registration and operating permits for high-risk equipment across selected regions of the Kingdom.

With the implementation now underway, equipment readiness has become an essential requirement for obtaining an operating permit.

Some may assume that the process is limited to equipment registration only...

However, the reality is that obtaining an operating permit requires verification of the equipment’s technical condition, compliance with safety requirements, and submission of the required supporting reports.

خطة EMP كافية… ويمكن الاعتماد عليها !

هذا صحيح…لكن إلى حد معين.

وفق تصنيف المركز الوطني للرقابة على الالتزام البيئي،
خطة الإدارة البيئية (EMP) أحد المتطلبات الأساسية لمشاريع الفئة الأولى، ويتم استخدامها لإدارة الجوانب البيئية البسيطة والمتوقعة، من خلال إجراءات تشغيلية ووقائية واضحة، دون الحاجة في أغلب الحالات إلى قياسات بيئية تفصيلية.

لكن الواقع لا يتوقف عند التصنيف فقط.

هناك عوامل أخرى تدخل في التقييم:
موقع المشروع، قربه من مناطق حساسة، طبيعة النشاط، أو حتى مؤشرات على وجود تأثيرات أعلى من المتوقع مثل الانبعاثات أو الضوضاء.

وفي بعض الحالات، قد يتم طلب قياسات بيئية بشكل مباشر خلال المراجعة، أو بسبب وجود شكاوى سابقة أو محتملة مرتبطة بالموقع أو النشاط.

هنا يتغير المشهد بالكامل.

الخطة تكون مكتملة…
لكنها لا تكون كافية في هذا السياق.

ولهذا، دعم خطة EMP بقياسات بيئية عند الحاجة لا يكون مجرد إضافة،
بل عنصر يعزز موثوقية الدراسة، ويساهم في تسريع إجراءات الاعتماد، ويقلل من احتمالية ظهور ملاحظات لاحقًا.

الاختلاف لا يبدأ كمخالفة… لكنه ينتهي بها.

الالتزام بما ورد في دراسة تقييم الأثر البيئي (EIA) شرطًا أساسيًا للتشغيل النظامي لأي مشروع،

بالتالي، فإن أي اختلاف بين ما تم اعتماده في الدراسة وما يتم تنفيذه فعليًا على أرض الواقع، يُعد مخالفة مباشرة قد تعرض المنشأة لإجراءات نظامية.

هذا الاختلاف قد يظهر في أكثر من جانب.

تغيير في طبيعة النشاط أو الطاقة التشغيلية دون تحديث الدراسة،
أو عدم تنفيذ إجراءات التخفيف والضوابط البيئية المعتمدة،
أو إهمال برامج الرصد والقياسات البيئية المطلوبة،
أو اختلاف في مصادر الانبعاثات أو طرق التخلص من المخلفات عما هو معتمد.

في جميع هذه الحالات، لا يُنظر إلى الأمر كاختلاف تشغيلي…بل كمخالفة نظامية.

وقد يترتب عليها فرض غرامات، أو إيقاف النشاط، أو سحب التصريح البيئي،
إضافة إلى تأثيرها على سمعة المنشأة والتزاماتها التعاقدية.

هنا تتضح أهمية الدراسة.

دراسة EIA ليست إجراءً للحصول على التصريح، بل وثيقة تشغيل ملزمة يجب الالتزام بها،
مع تحديثها عند حدوث أي تغييرات تشغيلية.
