الإقرار المسبق للشحنات (ACD): لماذا يُعد خطوة محورية؟

في السابق، كانت الشحنات تصل إلى الموانئ أولًا، ثم تبدأ مرحلة التساؤلات والإجراءات:
ما طبيعة البضاعة؟ ما مصدرها؟ هل هي مطابقة للمواصفات أم لا؟

اليوم، اتجهت معظم دول العالم إلى نهج أكثر تنظيمًا وفعالية، يقوم على مراجعة واعتماد بيانات الشحنات قبل تحركها من بلد المنشأ.
بمعنى أدق: لا شحن دون تسجيل وموافقة مسبقة.

في السودان، يُعرف هذا النظام باسم الإقرار المسبق للشحنات (ACD)، وهو نظام إلكتروني يتيح للمستورد إدخال تفاصيل البضاعة قبل وصولها، لتقوم الجمارك والجهات المختصة بمراجعتها مبكرًا.

⬇️ ما الفائدة التي تعود على المواطن؟

• الحد من التهريب والغش التجاري
الاطلاع المسبق على بيانات الشحنات يقلل فرص إدخال بضائع فاسدة أو مغشوشة، ويحد من التلاعب في الفواتير والقيم. والنتيجة حماية المستهلك واستقرار نسبي في الأسعار.

• تقليل التكدس والتأخير بالموانئ
التأخير في التخليص يرفع التكاليف، وهذه التكاليف تنعكس مباشرة على سعر السلعة. الإقرار المسبق يساعد على تسريع الإجراءات وتقليل الرسوم الإضافية.

• تحديد واضح للمسؤوليات
النظام يوضح الأطراف المعنية بالشحنة: المستورد، الناقل، والجهة المسؤولة، مما يقلل النزاعات ويمنع ضياع المسؤولية عند حدوث أي إشكال.
• عمل استباقي بدل المعالجة المتأخرة
بدل التعامل مع المشكلات بعد وصول الشحنة، تكون الجهات المختصة مستعدة مسبقًا، وهو نهج أكثر كفاءة وأقل تكلفة على الدولة والمواطن.

🔹 يعني
الإقرار المسبق للشحنات ليس تعقيدًا إداريًا، ولا إجراءً شكليًا.
هو أداة تنظيمية حديثة لحماية الاقتصاد، ضبط حركة التجارة، والمساهمة في تقليل الغلاء وتحسين كفاءة الاستيراد.

A New Chapter Begins at Port Sudan Northern Port! 🇸🇩

In these very moments, the vessel MT PACIFIC PRIDE is being berthed at Port Sudan Northern Port, carrying Palm Olein and Palm Stearin — key raw materials for Sudan’s soap and oil industries.

This event marks a historic milestone — the first vessel of its kind to arrive since the beginning of the conflict in April 2023, signaling a new phase of industrial and commercial revival in Sudan.

👉 Palm Olein is widely used in:
• Cooking and frying oils
• Food industries
• Cosmetics
• Pharmaceuticals

👉 Palm Stearin is mainly used in:
• Manufacturing soap and detergents
• Producing vegetable shortening and bakery fats
