Over the years, the HR function has evolved and should no longer be seen as a separate supportive activity confined to HR managers and practitioners only. Instead, the HR manager's role is to work with other managers to attain the organisation’s strategic goals. For managers with other line functions, peopl

e management is still an integral element of their responsibilities, regardless of their areas of specialisation and despite the fact that "HR" is not explicitly stated on their name cards. Given that HR management is an essential part of the work of all managers, we at HCS aim to train, develop, and coach professionals and people managers to be T-shaped managers. A T-shaped manager excels in his own work function while contributing significantly to other functions in the organisation at the same time. HCS was incorporated in April 2009 as the national centre for Continuing Education and Training (CET), and a provider of advisory services for human capital excellence. Operating as a partner of the Workforce Development Agency (WDA) in rolling out the Workforce Skills Qualifications (WSQ), HCS convenes conferences and competency-based workshops, forecasts and assesses trends, and bring managers and leaders together to learn from one another. HCS is a one-stop institution which offers training and people management capability development services, guides individuals in attaining career goals and advises businesses on organisational management. A Leader. A Colleague. A Friend.

Today, HCS remembers our beloved Director, Mr David Ang, on the 5th anniversary of his passing.

David dedicated his life to advancing human capital development in Singapore and beyond. During his years with HCS, he remained a passionate advocate for developing people, organisations and the HR profession.

A respected HR voice, mentor and friend, his wisdom, generosity and commitment to people continue to be deeply missed by the HCS family and fraternity.

Today, we remember his life, celebrate his contributions and give thanks for the many lives he touched.

Not a corner office.

For TungLok Group's Executive Director, Mdm Tjioe Ka In PBM, it looked like 20 weeks back in the classroom — alongside 17 of her own outlet General Managers, chefs and corporate leaders.

In her words:

For TungLok Group, the answer is transformation.

18 of its leaders have completed 160 hours of learning — but the bigger story is what happens after they leave the classroom.

As Ms Julia Ng, Chief Workforce Development Officer of the Singapore Business Federation, observed:

“Geok Choo is seldom content to discuss only what can be done today. She is always looking around the corner and asking what businesses and workers will need next.”

Even before the cohort graduated, HCS was already working with TungLok on its next phase — business remodelling, AI and data-enabled automation, and job redesign.

🎓 Yesterday, Human Capital (Singapore) was honoured to celebrate a significant milestone with TungLok Group — the graduation of 18 leaders from the Organisational Excellence Programme, leading to the WSQ Diploma in Human Resource.

🌟 We were privileged to have our Guest-of-Honour, Mr Lee Hong Chuang 李宏壮, Member of Parliament for Jurong East–Bukit Batok GRC and Managing Partner of SkillsFrontier Solutions, who reminded graduates that:

"TungLok's choice is not to wait for conditions to get easier, but to actively nurture people who can change the way we work and drive the business forward... Methods can change, but standards cannot be lowered."

He added that true transformation starts from within:

"Ultimately, a business is driven by its people. So TungLok's transformation begins not with technology, but with people."

🌟 Special Guest, Ms Julia Ng, Chief Workforce Development Officer of the Singapore Business Federation, said:

"The challenge for Tung Lok… is to use technology to free its people to become even better at the profoundly human work of hospitality and placemaking. …This is also why I value my many brainstorming conversations with Geok Choo… Geok Choo is seldom content to discuss only what can be done today. She is always looking around the corner and asking what businesses and workers will need next. Even before this cohort graduated, she was already actively working with Tung Lok's management on how the Group could pivot from leadership development into its next phase of transformation — business remodelling, AI and data-enabled automation, and job redesign under the Enterprise Workforce Transformation Package or EWTP in short."

🌟 The learning journey saw the support of Mr Andrew Tjioe Ka Men PBM, Founder, President & CEO of TungLok Group, and the Group's commitment to investing in the people who know the business best. As he put it:

"Consultants can give us advice, and technology and AI can help us work more efficiently — but no one understands TungLok better than our own people. It is our own people who will truly drive TungLok's transformation."

He was firm, too, on what shouldn't change:

"Our standards cannot be lowered. Food quality, service standards, and our care for customers must never be compromised."

🌟 There is no stronger example of leadership by example than Mdm Tjioe Ka In, who attended all seven modules alongside her own leaders.

And she was not alone.

Alongside her were 17 of TungLok's outlet General Managers, chefs and corporate leaders, coming together every Wednesday to learn, challenge existing practices and strengthen their capabilities for the future.

In her words:

"Learning together changes the conversation. We no longer talk about improvement — we speak the same language, face the same challenges, and solve them together."

At HCS, we believe that transformation cannot be achieved through recruitment alone. It begins with the people already within the organisation — equipping them with the knowledge, skills and confidence to lead change from where they are.

☀Nothing beats starting the day with good coffee and even better conversations.

Our monthly breakfast meeting brought members of the Human Capital Singapore (HCS) team together to step away from our desks, share updates, exchange ideas, and reflect on both our recent programmes and the exciting initiatives ahead. It was a great opportunity to celebrate what we've achieved, learn from our experiences, and discuss how we can continue delivering impactful learning for the HR community.

Preparing the Next Workforce (NWfs) for success – With our fifth IMCS programme concluding last week, we reflected on our job placement efforts for NWfs and discussed how we can build on our experience to provide even stronger support for future participants as they transition into the workforce.

The role of AI in Modern HR – We also explored how AI is reshaping HR and how AI-related topics can be thoughtfully incorporated into our upcoming Modern HR programmes.
These conversations remind us that developing great learning programmes starts with listening, brainstorming, and challenging one another's ideas. ☕✨

On the evening of July 8, 2026, we were delighted and honored to celebrate the Ending Party for our Interpersonal Managing and Communication Skills (IMCS) course!

We celebrated our participants, who successfully completed their journey with IMCS, and we hope they walk away with a growth mindset and valuable new skills to carry into their future work.

Our participants stood before us and shared their personal stories — how they took the leap to join IMCS, and how they worked through the "hardships" life threw their way along the road. Hearing them speak, you could see it: real growth, real confidence, and a group of people walking away with a growth mindset and skills they'll carry into their future work. It was a reminder that staying active, curious, and young at heart is what keeps us moving forward, no matter our stage in life.

The evening reached its emotional peak when Aunty Eunice Chua took the floor for a heartfelt sharing session — generously offering her wisdom and life stories to everyone in the room. She wasn't just a guest that night; she was living proof of the very spirit IMCS hopes to instill in every participant.

At its heart, IMCS exists to equip our next workforce (NWfs) with the interpersonal and communication skills needed to thrive in an ever-changing work environment — and to build the confidence, resilience, and connections that carry them forward in their careers.
