Management & Exploitation: Enterprises can now establish and maintain internal lists of IP rights, including unregistered trade secrets and pending patents as a proactive tool for business planning and investment strategies.
Conflict Resolution: The Decree establishes clear criteria and principles for resolving overlapping IP rights to ensure fair commercial exploitation and protect the moral rights of creators.
