New Motorcycle Helmet Rules in Singapore from Nov 1, 2025: What You Need to Know

Starting 1 November 2025, motorcyclists in Singapore will benefit from safer, cheaper, and more widely available helmets thanks to a major update in helmet regulations by the Traffic Police. Here are the key changes:

✅ Internationally Approved Helmets Allowed

Helmets certified under the UNECE R22.06 standard (used in the EU, UK, Japan, South Korea) can now be sold in Singapore without local testing.

These helmets must have an E-mark label on the chin strap and certified visors.

✅ New Local Standard: SS9:2024

Replaces the older SS9:2014 standard.

Aligned with UNECE R22.06 but removes outdated tests (e.g., spike test).

More labs will be accredited, reducing testing delays and costs.

🏷️ New Helmet Labels

SS9:2014 helmets: Silver label

SS9:2024 helmets: Red label

Labels show test lab, year, helmet type, and test number.

⏳ Transition Period

Both SS9:2014 and SS9:2024 helmets allowed until 18 Nov 2026.

SS9:2014 helmets can be sold until 19 Nov 2031.

🧠 Safety Reminder

Replace helmets every 5 years, even if they look fine—materials degrade with use.

Quality helmets reduce the risk of death by 6 times and brain injury by up to 74% (WHO, 2023).

These updates mean more helmet options, faster access to new designs, and lower costs for riders—while keeping safety as the top priority.
