Somalia is facing a humanitarian emergency that demands urgent, data-driven attention.

The 2026 drought crisis indicators are alarming: 4.8 million people require immediate assistance, 4.4 million are in IPC Phase 3+ food insecurity, and 421,000 children are in severe acute malnutrition — a 16% rise year-on-year. Meanwhile, the 2026 HNRP requires $852 million, and funding gaps are already emerging before peak need arrives.

What makes this moment particularly dangerous is the concentration of need. Sixteen districts account for 63% of all severe humanitarian requirements. Targeted, evidence-based resourcing is not a preference — it is the only viable response strategy.

Somalia's agricultural emergency is structural, not seasonal.

FAO DIEM data (2,917 households, mid-2023) shows 76% of households experiencing moderate or severe food insecurity, 96% reporting they need assistance - and 68% receiving none. Crop pests and disease outbreaks are now a persistent feature of the crisis, not a secondary concern. Livestock herds are shrinking. The aid gap is measurable and closing it requires data-driven targeting, not blanket response.

We are pleased to complete the Baseline Assessment on Private Sector Investment in Climate-Smart Agriculture, commissioned by , and to share its findings at the SPQA II stakeholder meeting.

Conducted across Mudug, Nugaal, and Bari regions in , the assessment provides practical insights into the opportunities, constraints, and enabling conditions for private sector engagement in climate-smart agriculture. The evidence generated will directly inform the design and implementation of the SPQA II project, supporting more resilient and sustainable agricultural systems.

We value the collaboration with GIZ and the constructive engagement of stakeholders throughout the assessment process.

Recently, Horn Advisory Inc, together with Corvus Health, conducted stakeholder consultation and validation workshops for the Human Resources for Health Situational Analysis, supported by the World Bank through the PASA initiative.

The assessment examined the current HRH landscape in Somalia and Somaliland, focusing on workforce availability, training capacity, regulatory frameworks, and HRH management systems. The workshops provided a platform for stakeholders to review findings, identify critical gaps, and align evidence-based recommendations with national and regional health workforce strategies.
