What does meaningful participation in local governance look like?
Over the past several weeks, TIGAAL has had the privilege of working alongside women councillors and peace mothers in Abudwaq, Galkacyo, Jowhar, and Warsheikh, delivering four district-level workshops under the HORUMAR Project.

Implemented by Horn Center for Peace and Dialogue in partnership with FCA Somalia, the initiative focused on practical skills in resource mobilization, proposal development, advocacy, accountability, district planning, and budgeting, equipping women leaders with the tools needed to engage more effectively in local governance processes.

The scope went beyond facilitation. TIGAAL developed a seven-module training manual in English and Somali, a facilitation and exercises package, and pre- and post-training assessments across all four districts. Each workshop closed with participants developing district-specific agreed action plans, concrete, time-bound commitments that translate learning into ongoing governance engagement. These action plans are designed to carry forward independently, making the programme scalable well beyond the initial consultancy period.

Across the four districts, one message came through consistently: representation alone is not enough. Sustainable change happens when women leaders have the knowledge, confidence, networks, and practical skills to influence decisions, advocate for community priorities, and hold institutions accountable.

Meet the Team: Ridwan Tukale
Two months in, and we're excited to formally welcome Tukale, our Communications, IT & Digital Strategy Specialist, to TIGAAL!

Ridwan brings a rare combination of two parallel career paths strategic communications and software/IT united in one role. With eight years of experience in strategic communications, media production, and digital strategy across Somalia and Ethiopia, paired with a strong computer science background, he bridges storytelling and technology in a way that's core to how TIGAAL delivers for clients: building data-driven communications approaches and digital tools that strengthen M&E reporting and programme visibility.

He has worked with major donor-funded programmes including USAID, EU, UN agencies, World Bank FAO, IOM, and World Vision, and now leads communications and content strategy across TIGAAL's client engagements.

TIGAAL Consulting has completed 🗂️ the enhancement and handover of the SCRP Management Information System for UNOPS, under the The World Bank Group-funded Somalia Crisis Recovery Project 🚀.

Over two months, we rebuilt the Grievance Redress Mechanism module into a standalone, gender-disaggregated reporting structure across all federal member states. We restructured the Environmental and Social Safeguards module to cover training, site compliance, instruments, and risk tracking. We re-engineered Contract and Financial Management dashboards covering $187.5M in project allocation. And we redesigned the underlying data architecture with controlled inputs and validation rules to keep reporting accurate at scale.

The result: a Power BI platform that gives the PIU real-time, reliable visibility across a six-component, multi-state programme supporting over 2 million beneficiaries. 👉 https://www.scrp-mis.org/

Welcome to the TIGAAL team, ANAB DUBE 🙏
We are excited to introduce Anab as our newest Research and Operations Associate, joining us from Nairobi, Kenya.
Anab brings strong expertise in statistical analysis, quantitative research, and data systems to TIGAAL's growing portfolio across Somalia and the Horn of Africa. Her background spans public finance and development consulting including her work as an Investment Officer Intern at the National Treasury of Kenya alongside direct field research experience conducting KIIs and FGDs across the region.

She is proficient in R, Python, STATA, SPSS, and Power BI, with capabilities in statistical modelling, regression analysis, and dashboard development. She holds a BSc in Applied Statistics with Computing from the University of Eldoret and is fluent in Somali, English, and Kiswahili.

Today marks the first day of a three-day workshop focused on strengthening the strategic communications capacity of LPI, and its partners.

Day 1 laid the foundation for effective, peace-sensitive communication—grounded in audience focus, narrative coherence, and conflict sensitivity. Participants engaged in practical sessions to reflect on current communication strengths, gaps, and risks; identify and prioritize key audiences; clarify communication objectives aligned with institutional mandates and the NRF; and begin shaping clear, credible, peace-oriented narratives.

The day concluded with a hands-on exercise translating these strategic choices into a practical communications implementation plan, linking objectives, audiences, messages, channels, actions, and learning measures.

A strong start to three days of learning, reflection, and practical application aimed at strengthening how peace and reconciliation efforts are communicated, understood, and trusted.
