“เอ็กซอน” พับแผนลงทุนในไทยมูลค่า 3 แสนล้านไม่มีกำหนด
"กนอ." เผย "เอ็กซอน โมบิล" แจ้งขอชะลอโครงการลงทุนปิโตรเคมีแห่งอนาคตมูลค่า 3 แสนล้านบาทแบบไม่มีกำหนด เหตุโควิดและสภาวะเศรษฐกิจชะลอตัว
นางสาวสมจิณณ์ พิลึก ผู้ว่าการ การนิคมอุตสาหกรรมแห่งประเทศไทย หรือ “กนอ.” เปิดเผยความคืบหน้าการเตรียมพื้นที่ให้ บริษัท เอ็กซอน โมบิล (บริษัทด้านพลังงานสัญชาติอเมริกัน)เข้ามาลงทุนโครงการปิโตรเคมีแห่งอนาคต ว่า เอ็กซอนฯได้แจ้งชะลอการลงทุนโครงการดังกล่าว ซึ่งมีมูลค่าประมาณ 3 แสนล้านบาทออกไปแบบไม่มีกำหนด เนื่องจากสถานการณ์โควิด-19 และสภาวะเศรษฐกิจที่ยังชะลอตัว
อย่างไรก็ตาม แม้เอ็กซอน โมบิล ชะลอลงทุนทาง กนอ. ก็ยังคงเดินหน้าศึกษาขยายพื้นที่ที่จะรองรับโครงการลงทุนของเอ็กซอนโมบิลในอนาคตและอุตสาหกรรมเป้าหมายทั้ง First S-Curve และ New S-Curve ต่อภายใต้โครงการพัฒนาเขตเศรษฐกิจอุตสาหกรรมแห่งอนาคต โดยจากการศึกษาพื้นที่ที่เหมาะสมของสถาบันปิโตรเลียม พบว่ามีอยู่ 4 พื้นที่ ประกอบด้วย
พื้นที่ 1 เป็นพื้นที่บนบก ที่มีความเหมาะสมที่สุด เนื้อที่ประมาณ 1,200 ไร่ ซึ่งเป็นพื้นที่เช่าของการท่าเรือแห่งประทศไทย (กทท.) โดยในขณะนี้พื้นที่ดังกล่าวมีผู้เช่าพื้นที่อยู่ 7 ราย รวม 14 แปลง ใช้เป็นคลังสินค้า ลานจอดรถยนต์และรถบรรทุก เพื่อการส่งออก และอู่ต่อเรือ ซึ่งมีสัญญาเช่า 1-15 ปี ซึ่งจะต้องไปเจรจากับบริษัทที่มีสัญญาเช่าหาแนวทางที่เหมาะสมต่อไป
พื้นที่ 2 เป็นพื้นที่ชุมชนและพื้นที่เชิงพาณิชย์ โดยรอบโรงกลั่นน้ำมัน ซึ่งประกอบไปด้วยชุมชนกระจายตัวและแทรกตัวระหว่างโรงกลั่นน้ำมัน และระหว่างคลังน้ำมันและคลังก๊าซ มีเนื้อที่ 5,000 ไร่ ในจำนวนนี้เป็นพื้นที่ที่เหมาะสมประมาณ 1,200 ไร่ แต่ก็ต้องไปเจรจากับชุมชนต่อไป
พื้นที่ 3 เป็นพื้นที่ถมทะเลในบริเวณเขาบ่อยา และเขาภูไบ ด้านทิศเหนือของท่าเรือพาณิชย์แหลมฉบัง โดยกำหนดในเบื้องต้นให้มีพื้นที่เป้าหมายในการถมทะเลประมาณ 2,534 ไร่ โดยระยะที่ 1 มีพื้นที่ 2,000 ไร่ เป็นพื้นที่เช่า 1,500 ไร่ และระยะที่ 2 ได้พื้นที่รวม 2,534 ไร่ เป็นพื้นที่เช่า 2,250 ไร่
พื้นที่ 4 เป็นพื้นที่การก่อสร้างแหล่งเก็บตะกอน ซึ่งอยู่ภายใต้โครงการก่อสร้างขยายท่าเรือน้ำลึกแหลมฉบังระยะที่ 3 มีเนื้อที่ประมาณ 1,875 ไร่ และผ่านการศึกษาผลกระทบต่อสิ่งแวดล้อม (อีไอเอ) แล้ว มีพื้นที่เช่าประมาณ 1,675 ไร่
“เอ็กซอนได้แจ้งชะลอการลงทุนไปแบบไม่มีกำหนด แต่กนอ. จำเป็นต้องพัฒนาพื้นที่ต่อไปโดยเลือกเป็นพื้นที่บนบกก่อน เนื่องจากมีผลกระทบต่อสิ่งแวดล้อมน้อยกว่าและสามารถดำเนินการได้ง่ายกว่า ซึ่งเป็นหนึ่งในแผนขยายพื้นที่นิคมอุตสาหกรรมแหลมฉบัง”
