📢 ซีรีส์ แผน ววน. พ.ศ. 2571–2575 | ตอนที่ 10
ยกระดับบทบาท ววน. ต่อการพัฒนาประเทศ จากโจทย์นโยบายสู่การปฏิบัติ

🤔 หากวิทยาศาสตร์ วิจัยและนวัตกรรม (ววน.) มีบทบาทเพียงการสนับสนุนทุนวิจัย ประเทศอาจได้องค์ความรู้ใหม่ แต่ยังไม่เพียงพอที่จะสร้างการเปลี่ยนแปลงในระดับประเทศ
👉 4 บทบาทสำคัญของระบบ ววน. ต่อการพัฒนาประเทศ
📍ร่างแผนด้านวิทยาศาสตร์ วิจัยและนวัตกรรม (ววน.) พ.ศ. 2571–2575 จึงเสนอการยกระดับบทบาทของระบบ ววน. ให้เป็น “โครงสร้างหลักสำคัญของการพัฒนาประเทศ” ที่ทำหน้าที่สร้างปัญญา องค์ความรู้ สนับสนุนการพัฒนากำลังคน การเชื่อมโยงการพัฒนาระดับพื้นที่ และการกำหนดนโยบายบนฐานข้อมูลและหลักฐานเชิงประจักษ์ เพื่อให้วิทยาศาสตร์ วิจัยและนวัตกรรมเป็นกลไกสำคัญในการขับเคลื่อนประเทศอย่างเป็นระบบ
ภายใต้บทบาทใหม่นี้ ระบบ ววน. จะมีภารกิจสำคัญ 4 ด้าน ได้แก่
🧠 1) บทบาทด้านการสร้างความรู้และนวัตกรรม (Knowledge & Innovation Creator)
มุ่งสร้างองค์ความรู้ใหม่ที่สามารถแก้ปัญหาเชิงโครงสร้างของประเทศ และพัฒนานวัตกรรมที่ตอบโจทย์เศรษฐกิจและสังคม โดยให้ความสำคัญกับ Deep Tech ในสาขาที่ไทยมีศักยภาพ ได้แก่ เซมิคอนดักเตอร์ ชีววิทยาศาสตร์ เทคโนโลยีอวกาศ และเทคโนโลยีควอนตัม ควบคู่กับการวิจัยประยุกต์ที่ตอบโจทย์อุตสาหกรรมเป้าหมายของรัฐบาล
👩🎓 2) บทบาทด้านการพัฒนากำลังคน (Human Capital Developer)
มหาวิทยาลัยและหน่วยงาน ววน. ทำหน้าที่เป็นศูนย์กลางการสร้างกำลังคนที่มีสมรรถนะสูง สอดรับกับนโยบายของรัฐบาล โดยเชื่อมโยงหลักสูตรและการฝึกอบรมให้ตอบโจทย์อุตสาหกรรมเป้าหมาย อาทิ AI ดิจิทัล พลังงานสะอาด และการแพทย์ขั้นสูง พร้อมทั้งสร้างระบบส่งเสริมเส้นทางอาชีพนักวิจัยด้วยการดึงดูดและรักษาบุคลากรคุณภาพสูงในระบบ
🏘️ 3) บทบาทด้านการแก้ปัญหาเชิงพื้นที่ (Area-Based Problem Solver)
บทเรียนการวิจัยเชิงพื้นที่แสดงให้เห็นว่า ววน. สามารถใช้งานวิจัยและนวัตกรรมในการแก้ไขปัญหาความยากจนและพัฒนาชุมชนพื้นที่ได้อย่างเป็นรูปธรรม ด้วยการทำงานร่วมกับท้องถิ่น ชุมชน และวิสาหกิจชุมชน เพื่อพัฒนาผลิตภัณฑ์และบริการที่มีอัตลักษณ์และมาตรฐาน
📊 4) บทบาทด้านการสนับสนุนการกำหนดนโยบาย (Evidence-Based Policy Support)
ระบบ ววน. ทำหน้าที่ผลิตข้อมูลและหลักฐานเชิงประจักษ์เพื่อสนับสนุนการตัดสินใจเชิงนโยบาย โดยเฉพาะในประเด็นที่มีความซับซ้อน เช่น การรับมือกับวิกฤตพลังงาน ความขัดแย้งภูมิรัฐศาสตร์ และการเปลี่ยนแปลงสภาพภูมิอากาศ รวมทั้งทำหน้าที่เป็น "ทีมประเทศไทย" ด้านวิทยาศาสตร์ในเวทีนานาชาติ
✅ 5 มิติสำคัญของการพัฒนาประเทศ
บทบาทใหม่ของระบบ ววน. ไม่ได้มุ่งสร้างผลลัพธ์เฉพาะในห้องปฏิบัติการ แต่เป็นการวางรากฐานให้ประเทศไทยสามารถรับมือกับความเปลี่ยนแปลงของโลกในทุกมิติ ผ่านการขับเคลื่อน 5 มิติสำคัญของการพัฒนาประเทศ ได้แก่
🤖 มิติที่ 1 การปฏิวัติดิจิทัลและปัญญาประดิษฐ์ (AI & Digital Transformation) เพื่อรับมือกับคลื่นเทคโนโลยีที่ปรับเปลี่ยนตลาดแรงงานและภาคการผลิตอย่างรวดเร็ว โดยเฉพาะเมื่อกว่า 70% ของธุรกิจต้องปรับตัว และไทยจำเป็นต้องเร่งพัฒนาทักษะแรงงานเพื่อไม่ให้ตกขบวนการแข่งขันโลก
🌱 มิติที่ 2 เศรษฐกิจหมุนเวียน (Circular Economy) และการรับมือวิกฤตสภาพภูมิอากาศ ซึ่งส่งผลโดยตรงต่อความมั่นคงทางอาหารและระบบนิเวศ รวมถึงความหลากหลายทางชีวภาพที่เป็นความเสี่ยงระยะกลางที่ไทยต้องเตรียมรับมือ
🚀 มิติที่ 3 การพัฒนาเพื่อยกระดับอุตสาหกรรมและวางรากฐานอนาคต เพื่อปฏิรูปโครงสร้างเศรษฐกิจไทยให้ก้าวพ้นกับดักรายได้ปานกลาง ลดการพึ่งพาแรงงานราคาถูก และสร้างขีดความสามารถในการแข่งขันบนฐานความรู้และนวัตกรรม
🤝 มิติที่ 4 การเสริมสร้างความมั่นคงของมนุษย์ โดยเฉพาะการรับมือกับความเหลื่อมล้ำและดูแลผู้สูงอายุในสังคมที่วัยแรงงานลดลงอย่างต่อเนื่อง เพื่อให้ประชาชนทุกกลุ่มสามารถพึ่งพาตนเองได้และมีภูมิต้านทานต่อความผันผวนของโลก
🌏 มิติที่ 5 การเสริมสร้างความร่วมมือในเวทีโลก เพื่อรับมือกับความขัดแย้งทางภูมิรัฐศาสตร์ ความขัดแย้งทางการทหาร และโลกที่แตกแยก ซึ่งส่งผลกระทบโดยตรงต่อห่วงโซ่อุปทานและความมั่นคงทางพลังงานของไทย
แผนด้าน ววน. พ.ศ. 2571–2575 จึงไม่ได้มุ่งเพียงการพัฒนาระบบวิจัยของประเทศ แต่เป็นการยกระดับวิทยาศาสตร์ วิจัยและนวัตกรรมให้เป็น "สมอง" ที่สร้างองค์ความรู้ และ "กระดูกสันหลัง" ที่เชื่อมโยงองค์ความรู้สู่การพัฒนาเศรษฐกิจ สังคม และคุณภาพชีวิตของคนไทยในระยะยาว

Elevating the Role of Science, Research and Innovation in National Development: From Policy Vision to Action
If the role of science, research and innovation (SRI) system is limited to funding research, Thailand may generate new knowledge, but it will not achieve the broader transformation needed to drive national development.
The Draft Science, Research and Innovation (SRI) Plan 2028–2032 therefore proposes repositioning the SRI system as a core pillar of national development. Beyond supporting research, the system would generate knowledge, develop human capital, strengthen area-based development and provide evidence for policymaking, making science, research and innovation a strategic driver of Thailand's long-term economic and social development.
Four Strategic Roles of the SRI System
🧠 1. Knowledge and Innovation Creator
The SRI system will generate new knowledge to address Thailand's structural challenges while developing innovations that strengthen the economy and society. Priority will be given to deep technologies in areas where Thailand has strong potential, including semiconductors, life sciences, space technologies and quantum technologies, alongside applied research that supports the country's strategic industries.
👩🎓 2. Human Capital Developer
Universities and research organisations will play a central role in developing a highly skilled workforce aligned with national priorities. Education and training programmes will be strengthened to meet the needs of emerging industries, including artificial intelligence, digital technologies, clean energy and advanced medicine. At the same time, the system will support sustainable research careers by attracting, developing and retaining high-quality researchers.
🏘️ 3. Area-Based Problem Solver
Experience from place-based research has demonstrated that science, research and innovation can deliver practical solutions to local challenges. Working closely with local authorities, communities and community enterprises, the SRI system will help reduce poverty, strengthen local economies and develop products and services that reflect local identity while meeting recognised quality standards.
📊 4. Evidence-Based Policy Support
The SRI system will provide robust evidence and data to support policymaking, particularly on complex national challenges such as energy security, geopolitical uncertainty and climate change. It will also strengthen Thailand's scientific presence internationally by serving as a coordinated national platform for science diplomacy and global cooperation.
Driving National Development Across Five Dimensions
The new role of the SRI system extends well beyond producing research outputs. It aims to strengthen Thailand's capacity to respond to global change by supporting development across five strategic dimensions.
🤖 1. AI and Digital Transformation
Helping Thailand respond to rapid technological change by strengthening digital capabilities and preparing the workforce for an increasingly AI-driven economy, where more than 70% of businesses are expected to adapt to new technologies.
🌱 2. Circular Economy and Climate Action
Supporting the transition to a circular economy while addressing climate change, food security, ecosystem resilience and biodiversity conservation, all of which represent growing long-term challenges for Thailand.
🚀 3. Industrial Transformation and Future Industries
Strengthening Thailand's competitiveness by modernising existing industries, developing future industries and helping the country move beyond the middle-income trap through knowledge- and innovation-driven growth.
🤝 4. Human Security and Inclusive Development
Improving resilience to inequality and demographic change by supporting an ageing society, expanding opportunities for all citizens and enabling communities to become more self-reliant in an increasingly uncertain world.
🌏 5. Global Cooperation
Strengthening international collaboration to help Thailand navigate geopolitical tensions, supply chain disruptions and global energy security challenges through science, research and innovation partnerships.
The Draft Science, Research and Innovation (SRI) Plan 2028–2032 is therefore not simply a strategy for strengthening Thailand's research system. It sets out a broader vision in which science, research and innovation become both the "brain" that generates knowledge and the "backbone" that connects knowledge with economic development, social progress and an improved quality of life for the Thai people.
