🌱 | สรุปความต้องการและประเด็นสำคัญจาก SE CLASS อัปเดตมาตรการสนับสนุนวิสาหกิจเพื่อสังคม
📅 เมื่อวันที่ 20 สิงหาคม 2569 สมาคมธุรกิจเพื่อสังคมแห่งประเทศไทย จัดกิจกรรม SE CLASS ในหัวข้อ อัปเดตมาตรการสนับสนุนวิสาหกิจเพื่อสังคม ในรูปแบบ Hybrid ทั้ง Online และ On-site ณ มูลนิธิแม่ฟ้าหลวงฯ เพื่อเปิดพื้นที่ให้ผู้ประกอบการวิสาหกิจเพื่อสังคมได้อัปเดตข้อมูล แลกเปลี่ยนข้อสงสัย และทำความเข้าใจถึงมาตรการและกลไกสนับสนุนจากภาครัฐที่เกี่ยวข้องกับการดำเนินธุรกิจเพื่อสังคม

💬 พบว่าประเด็นที่ผู้ประกอบการให้ความสนใจครอบคลุมตั้งแต่ สิทธิประโยชน์ทางภาษี การเข้าถึงแหล่งทุน การเข้าถึงตลาด การพัฒนาธุรกิจสู่การเป็นวิสาหกิจเพื่อสังคม ตลอดจนการสนับสนุนและพัฒนาศักยภาพผู้ประกอบการในระยะยาว
💰 หนึ่งในประเด็นสำคัญคือ มาตรการและสิทธิประโยชน์ทางภาษีสำหรับ SE ซึ่งผู้ประกอบการต้องการทราบถึงสิทธิที่ได้รับในปัจจุบัน รวมถึงการเปลี่ยนแปลงจากมาตรการเดิม ทั้งในส่วนของผู้ประกอบการ ผู้สนับสนุน ผู้บริจาค และบุคคลธรรมดา โดยมีการอัปเดตเรื่องการบริจาคผ่านระบบ e-Donation สิทธิประโยชน์สำหรับผู้บริจาคให้กองทุนส่งเสริมวิสาหกิจเพื่อสังคม รวมถึงการขยายระยะเวลาการแจ้งความประสงค์ขอใช้สิทธิประโยชน์ทางภาษี
📚 นอกจากเรื่องภาษีแล้ว ผู้ประกอบการยังให้ความสนใจถึง แนวทางการดำเนินงานด้านบัญชีและภาษีในทางปฏิบัติ รวมถึงหลักฐานและการบริหารจัดการทางการเงินที่เหมาะสมกับธุรกิจเพื่อสังคม ซึ่ง สวส. มีแผนจัดกิจกรรมอบรมเพื่อเสริมความรู้ในประเด็นดังกล่าว
💡 ขณะเดียวกัน การเข้าถึงแหล่งทุนและตลาด ยังคงเป็นอีกหนึ่งโจทย์สำคัญของ SE โดย สวส. อยู่ระหว่างการขับเคลื่อนกองทุนและสร้างความร่วมมือกับสถาบันการเงิน เพื่อพัฒนาผลิตภัณฑ์ทางการเงินที่เหมาะสมกับ SE พร้อมทั้งผลักดันแนวทางการจัดซื้อจัดจ้างให้มีความชัดเจน และเพิ่มโอกาสให้ SE สามารถเข้าถึงตลาดภาครัฐและภาคเอกชนได้มากขึ้น
🚀 สำหรับผู้ประกอบการที่อยู่ในช่วงเริ่มต้นหรือกำลังพัฒนาธุรกิจให้ก้าวเข้าสู่การเป็น SE ยังมีคำถามเกี่ยวกับ จุดเริ่มต้น องค์ประกอบ และแนวทางการพัฒนาธุรกิจให้เติบโตควบคู่ไปกับการสร้างประโยชน์ให้สังคม ซึ่ง สวส. มีทั้งกิจกรรมอบรม บ่มเพาะ และพัฒนาศักยภาพที่ออกแบบมาเพื่อสนับสนุนผู้ประกอบการในแต่ละช่วงของการเติบโต
🤝 อีกหนึ่งประเด็นที่สะท้อนจากผู้เข้าร่วม คือความต้องการให้เกิด การสนับสนุนอย่างต่อเนื่องและนำไปใช้ได้จริง ทั้ง Workshop กรณีศึกษา การให้คำปรึกษาเชิงลึก การเชื่อมโยงเครือข่าย และการสนับสนุน SE ในระดับภูมิภาค โดย สวส. ได้ทำงานร่วมกับหน่วยงานภาครัฐ ภาคเอกชน มหาวิทยาลัย และเครือข่าย SE เพื่อสร้างระบบนิเวศที่เอื้อต่อการเติบโตของธุรกิจเพื่อสังคม
🌏 ทั้งหมดนี้สะท้อนให้เห็นว่า การเติบโตของ SE ไม่ได้ขึ้นอยู่กับศักยภาพของผู้ประกอบการเพียงอย่างเดียว แต่ต้องอาศัยระบบสนับสนุนที่เชื่อมโยงทั้ง ทุน – ตลาด – ความรู้ – นโยบาย – เครือข่าย เข้าด้วยกัน

🌱 | Key Needs and Issues Highlighted at SE CLASS: Updates on Social Enterprise Support Measures
📅 On August 20, 2026, SE Thailand organized the SE CLASS activity under the topic “Update on Support Measures for Social Enterprises,” in a hybrid format, both online and on-site at the Mae Fah Luang Foundation. The activity provided a space for social enterprise entrepreneurs to receive updates, exchange questions, and gain a clearer understanding of government measures and support mechanisms related to social enterprise operations.
💬 The key issues raised by entrepreneurs covered a wide range of topics, from tax benefits, access to funding, and market access, to developing businesses into social enterprises, as well as long-term support and capacity building for entrepreneurs.
💰 One of the key topics was tax measures and benefits for SEs. Entrepreneurs wanted to better understand the benefits currently available, as well as changes from previous measures, covering entrepreneurs, supporters, donors, and individuals. Updates included donations through the e-Donation system, benefits for donors to the Social Enterprise Promotion Fund, and the extension of the period for notifying the intention to claim tax benefits.
📚 Beyond taxation, entrepreneurs were also interested in practical approaches to accounting and tax operations, including appropriate documentation and financial management for social enterprises. OSEP is planning training activities to strengthen knowledge and understanding in these areas.
💡 At the same time, access to funding and markets remains another critical challenge for SEs. OSEP is working to advance the Social Enterprise Promotion Fund and build partnerships with financial institutions to develop financial products suited to SEs. It is also promoting clearer procurement guidelines and creating greater opportunities for SEs to access both public and private sector markets.
🚀 For entrepreneurs who are at the early stage or are developing their businesses toward becoming SEs, questions remain around where to begin, key components, and how to grow a business while creating meaningful benefits for society. OSEP provides training, incubation, and capacity-building activities designed to support entrepreneurs at different stages of their growth.
🤝 Another important reflection from participants was the need for continuous and practical support, including workshops, case studies, in-depth consultations, network connections, and regional support for SEs. OSEP is working with government agencies, the private sector, universities, and SE networks to build an ecosystem that enables social enterprises to grow and thrive.
🌏 All of these insights reflect that the growth of SEs does not depend solely on the capabilities of entrepreneurs. It requires a connected support system that brings together **capital – markets – knowledge – policy – networks**.
