نهاية حرب تاريخية في غزة.. ورؤية استراتيجية لبناء مستقبل مشترك على وقع كارثة إنسانية وتضحيات أسطورية

مرحلة فارقة تلوح في الأفق مع وقف الحرب
نقف اليوم على عتبة مرحلة محورية فارقة حيث يتأهب العالم لمراقبة اللحظة التاريخية لوقف الحرب في غزة التي شهدت صمودا وتضحيات أسطورية من الغزيين الأبرياء، وندعو الله أن يكونَ وقفا مستداماً إلى الأبد، ونحمده على قرب انتهاء مرحلة مهولة من هذه المأساة الإنسانية.
نسأل الله الرحمة للضحايا والشفاء للجرحى، جرحى الأجساد والأرواح والمعنويات، وندعو للأبرياء والمستضعفين باللطف وجبر الخواطر ونواسيهم بكل قلوبنا ونضمد جراحهم بإغاثتنا لهم بأقصى المستطاع في هذه الأوقات العصيبة والقادمة.
نجد أنفسنا أمام فرصة تاريخية لجعل هذه اللحظة نقطة لاستخلاص الدروس القاسية وللانطلاق نحو تحويل النتائج الكبرى لهذه الحرب التاريخية إلى بداية لبناء مستقبل مشترك أكثر إشراقا واستقرارا لكل شعوب المنطقة بأسرها.
إن الوقوف على أطلال الكارثة يجب أن يدفع كل الحكماء المتمتعين بحس المسؤولية المخلصين لشعوبهم والحريصين على مستقبلهم والأوفياء لقيمهم الإنسانية الرحيمة إلى التفكير العميق في جذور الصراعات والسعي الجاد لتجنب تكرار مثل هذه الكوارث والحروب، وأن تركز الجهود الإقليمية والدولية على تحمل المسؤوليات المشتركة، وبناء السلام وتعزيز التعاون، وأولها إعادة إعمار غزة.
نقطة تحول جيو-استراتيجية حاسمة في النظام الإقليمي
إن وقف الحرب في غزة ليس مجرد نهاية لصراع عسكري على مسار الصراع الفلسطيني-الإسرائيلي، بل نقطة تحول جيو-استراتيجية تعيد رسم معالم النظام الإقليمي والدولي. هذه اللحظة تستدعي إعادة تقييم السياسات والاستراتيجيات التي فشلت في تحقيق الأمن والاستقرار للمنطقة.
يجب على دول المنطقة والقوى الإقليمية والدولية العمل معًا على تطوير سياسات جديدة تعتمد على الحوار وتطوير حلول شاملة واقعية ومستدامة للصراعات، بعيدًا عن منطق القوة العسكرية وصراعات المحاور. إن التركيز على الحقوق الأساسية للإنسان وللدول واحترام الآخرين يشكل الأساس لأي حل مستدام، خاصة في منطقة تعاني من تراكم النزاعات وتعقيدات مشاريع النفوذ السياسية والاقتصادية.
مفاجئات ومآلات حرب غزة: دروس وفرص للتغيير
إن أبرز مفاجآت هذه الحرب إضافة الى طبيعتها الكارثية وطول مدتها وتأثيراتها كانت في نتائجها الجيو-استراتيجية الإقليمية الكبرى وكانت أكبر تجلياتها تراجع المحور الإيراني وانهيار نظام الأسد وتبعات ذلك على سوريا والمنطقة. لقد أظهرت الحرب الأخيرة تحولات غير متوقعة في توازنات وسلوكيات القوى الإقليمية والدولية، مما يفتح الباب أمام إعادة تقييم استراتيجياتها وتطوير ديناميكيات جديدة وفرصة لبناء نظام إقليمي جديد.
لكن السؤال الأهم هو: هل سيتعلم الجميع من حرب غزة أن الحروب والقوة العسكرية ليست الحل؟ وهل سنشهد تحركًا جادًا نحو العيش المشترك المستدام القائم على العدالة والأمن والسلام والتنمية؟ الإجابة تتطلب إرادة سياسية حقيقية ورؤية استراتيجية واضحة تتجاوز المصالح الآنية ووهم التفوق العسكري المؤقت والانتقال إلى تبني خارطة طريق لبناء مستقبل سلمي للجميع.
إعادة تقييم الاستراتيجيات الأمريكية
قد يدفع ما جرى من انحسار كبير لمشروع النفوذ والمحور الإيراني إمكانية توجه إيران -على الرغم من تصعيدها اللفظي وتحالفاتها الاستراتيجية مع روسيا وأطراف أخرى- نحو بناء فهم تدريجي مع الولايات المتحدة -التي أتوقع أيضًا استعدادها لهذا الانفتاح استنادًا إلى دوافع وحسابات متعددة لكلا الطرفين- مما قد يمهد الطريق لديناميكيات جديدة وإعادة توازن إقليمي ودولي في المنطقة. فهل سنرى فعالية وإقداما أمريكيا فارقا يتجاوب مع التغيرات الجارية والمتوقعة؟ وهل سيتابع الرئيس ترمب دفعه في الفعل الإيجابي الذي ظهرت أولى نتائجه حتى قبل توليه للسلطة كما رأينا في دفعه بسياسات أمريكية إيجابية في الملفين السوري واللبناني وفي نجاحه في فرض وقف حرب غزة؟
مما يجب على أمريكا والدول الغربية وحلفائهم والقوى العالمية ودول المنطقة الالتزام بمعايير تتسق فيها أفعالهم مع التزاماتهم المعلنة نحو تحقيق العدالة لكافة الشعوب، وتعزيز الأمن الدولي والمصالح العليا لشعوبهم وللمنطقة والعالم بأسره.
في ظل التحولات الكبرى التي قد تشهدها السياسة الأمريكية، والتي تركز أكثر على تنافسها مع الصين، يظهر بصيص أمل في دورها في تعزيز الاستقرار والسلام الإقليميين وأهمية ذلك لأمنها القومي وأمن حلفاءها ومصالحها العليا وتقليل دعمها ونفقاتها العسكرية والانسجام مع الرأي العام والقيم الأمريكية.
هذا الأمل يتعزز خصوصًا مع تغيّر الرأي العام الأمريكي والغربي والعالمي - وبشكل خاص بين الشباب - الذي يميل أكثر فأكثر نحو دعم العدالة والحرية ووقف الحروب والعدوان وتأييد استقلال الشعوب. وهذا ما يراقبه الجميع -ويأمله- في إمكانية نجاح ترامب في تحقيق سلام شامل ودائم تاريخي في المنطقة وقيام دولة فلسطينية والاندماج التلقائي الطبيعي لإسرائيل في المنطقة وتعاون بين دولها بعيدا عن استقطابات المحاور المدمرة التي سادت عبر عقود طويلة.
ويلزم في هذا السياق أن تقوم أمريكا بطرح مبادرة لحوارات رسمية ونخبوية لقيادات الفلسطينيين والإسرائيليين والمنطقة للتفاهم حول مشاريع لتحقيق السلام لفلسطين وإسرائيل والمنطقة.
إعادة تقييم الاستراتيجيات الإسرائيلية
وفي هذا السياق، يتعين على إسرائيل إعادة تقييم استراتيجياتها التي لم تُحقق لها بعد سبعة عقود من قيامها أي من الأمن والاستقرار والمصالح الاقتصادية والاندماج الطبيعي في المنطقة وما صاحب ذلك طوال هذه الفترة من معاناة عميقة للفلسطينيين وتشتتهم في الأرض، وأن تسعى إلى تبني سلوك يخلو من سياسات الاحتلال والتوسع.
ومن المصلحة الاستراتيجية المستدامة الكبرى لإسرائيل أن تبادر رسميا وحزبيا ونخبويا نحو العيش المشترك وإقامة دولة فلسطين والاندماج الطبيعي في المنطقة وطرح مبادرات استراتيجية في ذلك.
إعادة تقييم استراتيجيات القوى الإقليمية
ومما قد يعزز التحولات المنشودة في المنطقة هذه الديناميكيات الإيجابية في الأدوار القيادية التي تتبعها تركيا والسعودية -ومن بعدهما الأردن وغيرها- (ومن الأهمية والفائدة الاستراتيجية لهما أن تتبع مصر وسورية الجديدة نفس الأمر) وبناء علاقاتهم التعاونية وسياساتهم الخارجية لنجاح هذه التحولات. وقد يوفر نجاح تجربة التفاهم والتعاون في بناء النموذج السوري الجديد، الذي بدأت تتشكل معالمه الآن وتتبلور سلوكيات الأطراف فيه، نموذجًا يُحتذى لتحقيق المنشود.
وسيزداد الأمر نجاحا لو شاركت كل من إسرائيل وإيران في تعزيز التحولات الإيجابية المنشودة وقامتا بتعديل سلوكهما الإقليمي في المنطقة وفق ذلك، وفي هذا الخير لهما وللمنطقة.
إعادة تقييم استراتيجيات القوى الشعبية في المنطقة
من الضروري أن تطور القوى الفلسطينية بأنواعها في كل مكان وقوى التغيير والتأثير والجماعات السياسية والوطنية -وخاصة الإسلامية- في المنطقة رؤى متقدمة تعكس قيم الرحمة والعدالة والسلام والأمن لضمان التماسك الاجتماعي والاستقرار السياسي، وإستراتيجيات للتعامل بصدق وواقعية مع الشعوب والأنظمة العربية من أجل المصلحة العامة، وتعزيز الانسجام داخل المجتمعات.
ينبغي أن يركز الجميع على السعي وطرح المبادرات نحو تحول تدريجي وهادئ نحو ديمقراطية مدنية ترتكز على التسامح والبناء وتتجنب الصراعات على السلطة وإضعاف التماسك الداخلي، مما يمكن الدول من التموضع الإقليمي الفعّال والتعاون المتبادل.
استراتيجيات ما بعد الحرب وبناء مستقبل فلسطين والمنطقة.. والأولوية لغزة
في أعقاب حرب غزة، يُصبح الحوار والعمل الجاد لتطوير استراتيجيات فعّالة أمرًا ضروريًا لضمان عدم تكرار الحروب والعدوان والصراعات مجددًا. من الأساسي إجراء حوارات شاملة تضم جميع الأطراف والتجمعات والنخب الوطنية والإقليمية والدولية على كافة المستويات لتطوير خارطة طريق تقدم بارقة أمل للشعوب بأننا كبشر قادرون على التعلم وتجنب تكرار مآسي التاريخ، بغض النظر عن أي شعارات مقدّسة لأي طرف، سواء كانت صادقة أو مضللة، فحياة الإنسان وأمنه وكرامته وحريته وحقوقه هي الأكثر قداسة عند الخالق والبشرية القويمة.
يجب أن نسترشد بالفطرة السليمة التي فطرنا الله عليها، تلك الفطرة التي تنشد الرحمة والعدل والإحسان، وترفض الجرائم والمنكرات والعدوان، وتسعى للتعارف والتعاون في فعل الخير وتعزيز التقوى لخير الإنسانية جمعاء. ومن خلال هذه المبادئ، نهدف للسير على منهج قويم يقوم على العدل والعقل ويتجنب النزاعات والفشل.
في أثناء الخطوات الأولى لتحقيق هذه الأهداف، من الضروري أن تكون جهود إعادة الإعمار في غزة سريعة وغير مشروطة، والتي قد تستغرق عقدًا من الزمن في أحسن الأحوال. يجب التركيز ليس فقط على استعادة البنية التحتية بل أيضًا على كرامة وسبل عيش سكان غزة، مع التأكيد على الشفافية والمساءلة على المستويين الداخلي والدولي لبناء الثقة وضمان التزام الجميع بالعهود.
وحدة القيادة الفلسطينية والسعي للمستقبل المأمول
بالإضافة إلى تحديات تضميد جراح غزة الغائرة النافرة، التي تعد مهمة دقيقة وصعبة وطويلة، يواجه الفلسطينيون مسارًا شاقًا نحو الالتزام بمهمة أساسية تتمثل في تشكيل قيادة موحدة تتمتع بالشرعية وتحمل برنامجًا وطنيًا وسياسيًا يمكّنها من قيادة الشعب نحو مستقبل أفضل لغزة ولفلسطين بأكملها.
وهنا يُطرح السؤال جوهريّ: هل سيتمكن الفلسطينيون من استغلال النتائج والتضحيات الباهظة لتعزيز موقفهم بشكل فعّال وموحد في سياق الحراك السياسي وتغيرات التوازنات الدولية والإقليمية لصالح مستقبل فلسطين؟ والدفع بعمل مشترك تتظافر فيه جهود القوى الرئيسية في المنطقة ومن يرغب من الدول، وبالتعاون مع قوى دولية فاعلة وأهمها الولايات المتحدة، ليكون ذلك بديلاً عن تناقضات المحاور المتنازعة، وليتطور إلى مشاريع إقليمية للتعاون والتنمية والأمن الجماعي وحل الصراعات، خصوصًا مع إسرائيل، ولخلق فرص للشعوب والأعراق والطوائف والمواطنين، تحقيقًا لأهداف تعم الجميع في ظل التخلي عن سياسات العدوان والحروب والتدخل في شؤون الآخرين والإرهاب والعنف والعنصرية؟
في الخلاصة، تحقيق الوحدة القيادية الفلسطينية ليس مجرد مطلب رومانسي أو أخلاقي أو وطني فحسب، بل هو ضرورة لتعزيز دور وفعالية القيادة الفلسطينية وموقعها الاستراتيجي داخل المنطقة، مما قد يسهم في دعم أقوى لقضيتهم على المستوى الدولي.
دولة فلسطين وتعايش مشترك مع إسرائيل
بالنسبة للفلسطينيين ونخبهم وقياداتهم المحلية والعالمية، تمثل هذه اللحظة الفارقة فرصة حاسمة لاستخلاص الدروس من الماضي والعمل وفق إستراتيجيات تهدف لإنهاء النزاعات الداخلية وتجنب الانجراف في تجاذبات صراعات المحاور الإقليمية التي أعاقت تقدم قضيتهم على حسابات غالبًا ما كانوا خارجها.
وفي ضوء أهم نتيجة لحرب غزة والمتمثلة في وصول الإسرائيليون والفلسطينيون والعالم أنه لا سبيل لسيادة طرف على آخر ولا إفناءه وجوديا وعدم إمكانية إنهاء الصراع بالقوة العسكرية، تفرض اللحظة التاريخية على الطرفين وبدفع من جميع الأطراف ضرورة وواقعية السعي للعيش المشترك المستدام عبر إنهاء الاحتلال وإقامة الدول الفلسطينية وتحقيق الأمن الطبيعي لإسرائيل وفلسطين والجميع.
وهنا تكمن أهمية الحل الوحيد المتوفر -رغم الصعوبات الكأداء أمامه- والمتمثل بالسعي الجاد لإنشاء دولة فلسطينية مستقلة على الأراضي المحتلة لعام 1967. علما بأن هذا المسعى الإستراتيجي الواقعي هو ما تتبناه القيادات الفلسطينية في رام الله عبر أوسلو 1993 وما بعدها وفي غزة وخارجها عبر الوثيقة السياسية التي تم إطلاقها في عام 2017 والتي لم يجر تصديع رأس العالم بها أو تفعيلها وبناءها كمشروع تطبيقي وطني وحدوي فعال ذو مصداقية لدى الدول أو شعوبها بما في ذلك مخاطبة الشعب الإسرائيلي بها ونخبه وفئاته كتأكيد على الرغبة في العيش الحر الكريم المشترك المستدام.
ومن الأهمية القصوى للقيادات الفلسطينية الرسمية والشعبية والنخبوية أن تبادر بالدفع نحو التعجيل لوضع خارطة طريق عملية وطرح مبادرات وطنية استراتيجية في ذلك.
وحدة الأردن وفلسطين.. حقيقة طبيعية ورافعة استراتيجية للدولتين والمنطقة
ومما قد يشكل الرافعة الإستراتيجية الأهم في هذا السياق هو المسارعة في الحوار والمبادرة نحو بناء علاقات متينة مع الأردن قد تكون على شكل وحدة عادلة قوية تراعي الخصوصيات بين دولتي الأردن وفلسطين من نوع ما، كما دعوت إلى ذلك منذ عقدين، والتي ستشكل الأساس الاستراتيجي العملي الفعال لتسهيل وتوفير ضمانات مهمة لإقامة دولة فلسطينية مستقلة وحماية أمن الدولتين والشعبين من الضم والتهجير والتوطين والانقسامات وتحقيق مصالحهما الاقتصادية وغيرها الكثيرة المشتركة للدولتين وللمنطقة بأسرها.
مثل هذه الوحدة، قد تؤدي إلى تشكيل النواة الأولى لأشكال جديدة من التعاون والوحدة بين دول المنطقة وأقاليمها، بما في ذلك بلاد الشام والهلال الخصيب، وربما تمتد لتشمل المنطقة ككل، بما في ذلك إسرائيل إذا ما تجاوبت -أو حتى بادرت بدافع من مصالحها الذاتية الكبرى- في إعطاء الحقوق العادلة للفلسطينيين لتحقيق العيش المستدام المشترك للجميع في حرية وأمن وسلام وازدهار. ومن الممكن الاستفادة من تجربة الاتحاد الأوروبي، التي نشأت وتطورت بعد حروب عالمية مدمرة بين شعوبها المختلفة في كثير من الجوانب ودولها المتنازعة قبلها لقرون طويلة، والتي توصلت من خلال الحوار والتعاون إلى تحقيق نجاحات متزايدة عبر الزمن.
ومن الضروري أن تبادر القيادات الأردنية والفلسطينية الرسمية والشعبية والنخبوية في الدفع للتأسيس وطرح مبادرات أردنية فلسطينية وحدوية استراتيجية في ذلك.
الاختيار الاستراتيجي لمستقبل العدالة والسلام
التكاليف الإنسانية المروعة لكارثة الحرب في غزة قد فضحت بوضوح الفشل في القيادة الدولية، بالإضافة إلى تراجع ملحوظ في الحوكمة الأخلاقية واستغلال السكان المدنيين في الألعاب الجيوسياسية. هذا الواقع يستدعي بشكل ملح استجابة سريعة ورحيمة تركز على تقديم المساعدات الإغاثية القوية ودعم عملية الشفاء طويلة الأمد للمجتمعات المتأثرة. يجب اعتماد نهج يُعطي الأولوية للأمن الإنساني وبناء السلام والتنمية المستدامة بدلاً من الاستمرار في الاشتباكات العسكرية والصراعات الدائمة.
في هذه اللحظة التاريخية، نحن جميعًا على مفترق طرق. الطريق الذي نختاره، ونُعمل فيه بوصلاتنا الأخلاقية والمصلحية السليمة، يجب أن يكون مسارًا يدعو إلى التفاعل البناء. دعونا نُكرم الضحايا والأبرياء بالعمل على بناء مستقبل يحتضن السلام والعدالة والحرية ليس كأيديولوجيات مثالية، بل كواقع معاش يشمل كل فلسطيني وكل إنسان في المنطقة، بما في ذلك الإسرائيليين، عندما يقتنعون أن لا طريق أخرى متاحة لهم، وأن تختار قيادتهم طريق الأمن والسلام الحقيقيين. هذا الالتزام المتجدد من الجميع يجب أن يكون الأساس لسلام دائم يتجاوز إرث النزاع الطويل ويفتح الأبواب أمام عصر جديد من العيش المشترك والتعاون.
الرؤية الاستراتيجية المنشودة هي التي تفتح الطريق نحو مستقبل أفضل للمنطقة. وما نختاره اليوم وغدا هو ما سيحدد إذا ما كنا على الطريق القويم أم ضللنا الطريق مرة أخرى.
الدروس المستفادة من حرب وكارثة غزة يجب أن تكون نبراسًا لنا نحو عالم أكثر عدلاً وأمنا. والأمر يتطلب إرادات صادقة وخرائط واضحة جدية نحو تحقيق المنشود، مع ضمان ألا تتكرر مآسي الماضي والحاضر.

A Milestone Looms as War Stops
Today, we stand on the threshold of a pivotal milestone as the world prepares to observe the historic moment of stopping the war in Gaza, which witnessed the steadfastness and legendary sacrifices of innocent Gazans, and we pray to God that it will be a permanent endowment forever, and we praise Him for the approaching end of a terrible phase of this human tragedy.
We ask God for mercy for the victims and healing for the wounded, the wounded in bodies, souls and spirits, and we pray for kindness and reparation for the innocent and vulnerable, and we console them with all our hearts and heal their wounds by providing them with the utmost relief in these difficult and coming times.
We find ourselves facing a historic opportunity to make this moment a point for drawing harsh lessons and for moving towards transforming the great consequences of this historic war into the beginning of building a brighter and more stable shared future for all the peoples of the entire region.
Standing on the ruins of the catastrophe must prompt all wise people with a sense of responsibility, loyal to their peoples, keen on their future and loyal to their compassionate human values, to think deeply about the roots of conflicts and to strive to avoid the recurrence of such disasters and wars.
A Critical Geo-Strategic Turning Point in the Regional System
The cessation of the war in Gaza is not just the end of a military conflict on the course of the Palestinian Israeli conflict, but a geo-strategic turning point that redefines the regional and international order. This moment calls for a reassessment of policies and strategies that have failed to bring security and stability to the region.
The countries of the region and regional and international powers must work together to develop new policies based on dialogue and develop comprehensive, realistic, and sustainable solutions to conflicts, away from the logic of military power and interlocutor conflicts. A focus on fundamental human and state rights and respect for others forms the basis for any sustainable solution, especially in a region suffering from the accumulation of conflicts and the complexities of political and economic power projects.
Surprises and Consequences of the Gaza War: Lessons and Opportunities for Change
The most prominent surprises of this war, in addition to its catastrophic nature, length of duration and effects, were its major regional geo-strategic results, and its biggest manifestations were the decline of the Iranian axis, the collapse of the Assad regime, and its consequences for Syria and the region. The recent war has shown unexpected shifts in the balances and behaviors of regional and international powers, opening the door to reassessing their strategies, developing new dynamics, and an opportunity to build a new regional order.
But the most important question is: Will everyone learn from the Gaza war that wars and military force are not the answer? Will we witness serious movement towards sustainable coexistence based on justice, security, peace, and development? This is what everyone is watching – and hoping – in the possibility of Trump's success in achieving a comprehensive and lasting peace in the region, the establishment of a Palestinian state, the natural automatic integration of Israel in the region and cooperation between its countries away from the polarization of destructive axes that have prevailed over many decades.
In this context, it is necessary for America to put forward an initiative for official and elite dialogues of the leaders of the Palestinians, Israelis, and the region to reach an understanding on projects to achieve peace for Palestine, Israel, and the region.
