I shared the following Budget wish list post last Monday on Linked In.
Today is Budget Day in Trinidad & Tobago and I have been thinking about what I would like to see, plus what I expect to see in it.
I may not be a big economist or head of a Chamber of Commerce, but even growing up in a house with an economist who was wanted by the international agencies, I have been listening to the National Budget and reviewing it for years. I also did some Economics in UWI.
So, I would like to see a budget that is realistic, cognizant of current global realities, yet with a focus on approaches that are best, for the greatest number of our nationals, in not only the short, but medium and long term. Specifically, I want to see:
1. Priority given to our healthcare system. It should not just be an increase in the financial allocations. but include attention to strengthening the effectiveness of the procurement and the controls.
2. Crime fighting receiving healthy allocations, but also with a multi-pronged approach, which involves more funding for youth clubs, programmes that foster better linkages between the police, communities, churches, etc.
3. Increased funding given to education, but with greater focus on procurement, plus a review of whether the current system, subjects, etc. are the best to prepare our students for what they will be facing.
4. Greater allocation to the development of a vibrant agricultural sector, that is supported by the actual implementation of the "Buy Local" campaign that the Trade Minister spoke of in his very early days.
5. Retention of our gas subsidies so that there is no increase in the price of gas at the pumps.
6. Retention of the social programmes that support the most vulnerable, coupled with a review of the school feeding programme.
7. Increased support for SMEs and the development, funding support, etc.
8. Greater initiatives, funding, forex support, etc. for the manufacturing sector.
9. A commitment to, with appropriate funding and effective, data driven strategy for the development of tourism in Trinidad & Tobago.
10. Any measures that will generate more revenue, plus foreign exchange for the nation. Most may not like it, but I fully expect property tax to be reintroduced, albeit perhaps with rate adjustments.
Those are just a few initial comments of mine. What are you expecting or looking for in the Budget?
