東區區域資源中心設置於花蓮縣文化局圖書館1樓，因應花蓮壯闊的山海美景，所塑造出獨特的在地人文、藝術及文學等特色，以培育青少年為願景，耕植「青少年」主題為特色館藏。透過青少年志工讀書會的運作及區域資源分享，營造具有「山.海.藝.文.交織的閱章」的青少年特色圖書館。東區區域資源中心服務範圍擴及宜蘭縣文化局圖書館及台東縣文化局圖書館，未來透過東區各縣市圖書館之合作，結合文創主題特色，提供東台灣民眾多元化的閱讀資源共享機制。
