CQC Announcement – CCC has been included in the relevant testing regulations for lithium batteries

On March 16, 2023, the Certification and Accreditation Commission issued Announcement No. 10, which determined to incorporate the following products into the CCC certification management system.
From August 1, 2023, the following products will undergo CCC certification;
As of August 1, 2024, the following products shall not be allowed to leave the factory, sell, import, or use in other business activities without obtaining a CCC certificate and labeling certification marks.
1. Power adapter/charger for telecommunication terminal equipment
2. Mobile power supply
3. Lithium ion batteries and battery packs for portable electronic products (CCC certification for lithium ion batteries and battery packs for other electronic and electrical products will be conducted after conditions are mature)
- Test standard: GB31241-2022

2023年3月16日，认监委发布了第10号公告，确定将以下产品纳入CCC认证管理体系，
自2023年8月1日起，以下产品开展CCC认证；
自2024年8月1日起，未获得CCC证书和标注认证标识的，不得出厂、销售、进口或在其他经营活动中使用以下产品。

2，移动电源
3，便携式电子产品用锂离子电池和电池组（待条件成熟后，再开展其他电子电器产品用锂离子电池和电池组CCC认证）

CCC認證執行新版標準GB 4943.1-2022有關要求的通知_20220927

GB 4943.1-2022《音視頻、信息技術和通信技術設備第1部分：安全要求》，已於2022年7月19日發佈，將於2023年8月1日起實施並替代GB 4943.1-2011和GB 8898-2011。

一、即日起至2023年7月31日，企業可自願選擇按照新版標準或舊版標準實施認證。
自2023年8月1日起，應採用新版標準實施認證，不再頒發舊版標準認證證書。

二、對於已按舊版標準獲證的產品，舊版標準認證證書持有人應及時提交轉換新版標準認證證書的申請，並於標準實施日期後（即2023年8月1日）、第一次跟踪檢查結束前，依據TC03相關決議完成按新版標準的產品確認和證書換發工作。所有舊版標準認證證書轉換工作最遲應於2024年7月31日前完成；逾期未完成的，發證機構將暫停舊版標準認證證書； 2024年10月31日仍未完成轉換的認證證書，發證機構將撤銷舊版標準認證證書。

三、對於2023年8月1日前已經出廠、投放市場並且不再生產的獲證產品，無需進行證書轉
換。

Argentina ENACOM New Labeling Guidelines 2022-0901

The National Communications Authority of Argentina published a Resolution No.854/2020 on August 11th, 2022 regarding mandatory minimum regulations for the marking of devices registered in the RAMATEL.
阿根廷國家通信管理局於 2022 年 8 月 11 日發布了第 854/2020 號決議，關於在 RAMATEL 中註冊的設備的標記的強制性最低規定。

Starting from August 12, 2022, products MUST be labeled as follows:
1. NEW APPROVALS: RAMATEL label must be implemented.
2. RENEWALS: approved product MUST also to be labelled with the RAMATEL mark instead of the CNC mark. Photos of the existing labelling and a draft for the RAMATEL label must be provided for renewal procedures.
從 2022 年 8 月 12 日起，產品必須貼上以下標籤：
1. 新批准：必須實施 RAMATEL 標籤。
2. 更新：批准的產品還必須貼上 RAMATEL 標誌而不是 CNC 標誌。必須提供現有標籤的照片和 RAMATEL 標籤草稿以進行更新程序。

After a two years transition period for the implementation of the new labeling requirements, this mandatory Resolution No. 854/2020 will officially go into effect this year, as of August 12, 2022.

• This identification label with a standardized RAMATEL logo and registration number must be clearly affixed in a visible area on the approved telecommunications equipment.

• Any telecommunication equipment that has been installed in a vehicle must include the RAMATEL logo and restoration number on any accompanying documentation for the vehicle.

• ID numbers remain the same if the renewal application is submitted before the certificate expires.

The Telecom Regulatory Authority Superintendence of Telecommunications of Costa Rica (SUTEL) in Costa Rica has published RCS-141-2022, which revokes RCS-118-2021 released in last year.

According to the new regulation, for new applicants who want to apply for homologation of mobile telecommunication terminals need to meet the requirements below:

- Cellular product applications will now require hard copies with Apostille stamps, and the Apostille exemption for cellular applications is no longer in effect.

- The India News for TEC Approval -
The TEC has launched the phase-2 for Mandatory Testing and Certification Scheme.
The key highlights of the same as below-
1. The products notified under the phase-2 of the MTCTE regulation are as below-
a. Transmission Terminal Equipment (SDH Equipment, Multiplexing Equipment)
b. PON Family of Broadband Equipment (PON ONT, PON ONU, and PON OLT)
c. Feedback Devices
Date of implementation- Oct, 1st 2020

2. Applications for testing and certification of telecommunication equipment under phase-2 of MTCTE shall be acceptable on the MTCTE portal with effect from June, 25th 2020.

3. TEC has also revised the provision in MTCTE procedure for acceptance of test results/test reports from Lab accredited by ILAC. It has been decided that the date of acceptance of test results/test reports from ILAC accredited labs shall be extended up to Sep, 30th 2020 as relaxation to MTCTE procedure. Further, this relaxation shall available for test results/ test reports for all requirements of Essential Requirement except Safety and EMI/EMC requirements. Safety and EMI/EMC testing as per ER made mandatory to be done in-country labs.

4. TEC has also revised the provision in the MTCTE procedure for labelling requirements on certified products. The requirement of labelling on certified products shall be exempted for a period of six months w.e.f the date of implementation of this order (i.e. April, 1st 2021).

India News - This is regarding the latest update from TEC regarding MTCTE certification. / 這是關於TEC關於MTCTE認證的最新更新.

則在暗示MTCTE之前在印度進口的產品也將需要TEC證書進行商業銷售。

This is regarding the latest update from TEC regarding MTCTE certification:

1. The requirement of MTCTE certification for goods already imported/manufactured before the notified date.
It does not matter whether the telecom product is manufactured/imported before or after the mandatory date.
The MTCTE certificate is mandatorily required for TEC covered products for sale/import/use in India after the mandatory date.
This means that the product already imported in India before the implication of MTCTE will also need a TEC certificate
for commercial selling once the final date of MTCTE implication for that product category is notified by TEC.

Please refer to the below clause from MTCTE regulations.
As per Clause 5.1 of MTCTE procedure
"Any Original Equipment Manufacturer (OEM)/ importer/dealer who wishes to sell or import any telecom equipment in India,
shall have to obtain Certificate from Telecommunication Engineering Centre (TEC) and mark or affix the equipment with appropriate Certification label".

2. Evaluation of exemption request to get provisional MTCTE certificate from TEC.
As per our interaction with TEC officials on the certification process for the products covered under MTCTE,
we came to know that TEC has setup an internal committee that is evaluating all exemption requests.
Unless supported by strong technical/other justification, TEC committee is not granting exemptions if the test facility is available in India.
Therefore, it is suggested to fill in the compliance gaps by performing delta testing in India from authorized labs.
Delta testing can also be completed abroad from any ISO 17025 accredited lab,
however TEC is likely to accept test reports from such non-designated CABs only till March 2020.

Worldwide Standard News - About SRRC New Regulation: MIIT No.39, 2019

you that MIIT has published a new regulation No.39, 2019 on Oct. 12, 2019, main contents as below:

1, There are 6 situations that can do SRRC update now:
• The information on the license holder has changed.
• The information on the factory has changed.
• Factory's quality system has changed (e.g. production capacity, technical force, quality assurance system, production line and origin).
• Changes in components.
• After obtaining the certificate, the model changes before it is actually put into production and sale
• Changes in product-related information due to changes in national laws and regulations or radio management policies.
2, Before, on regulation No. 1, 2014, it mentioned the radio transmitter module for non-independent operation can be embedded in information technology equipment and household appliances equipment, while has no detailed product list, now the list has defined.

3, The products can do family approval, definition principle of "family" as below:
• The use and function of the products are identical.
• The appearance and shape of the product are approximately the same (such as colour changes, small changes in product size and other appearance changes do not affect the RF performance of the product)
• The embedded modules (WLAN (including Bluetooth) and public mobile communication(including NB-IoT, eMTC)) have been SRRC certified.

4, The State Radio Administration will intensify its supervision and inspection of relevant radio transmitting equipment.
