The sole purpose of the formation of Building & Property Services Ltd in Tanzania is to offer dedicated Project and Construction Management services to a variety of private and public sector clients. The rapid development of buildings infrastructure in Dar es Salaam over the past 15 years necessitated to service the fast level of economic growth by satisfying the increasing demand for high quality

public and private sector developments. This has created a demand for the development of a dedicated Project Management service provider for the building & property market. Public and Private sector employers are now seeing the value of appointing dedicated Project managers to manage their multi-million dollar, complex and fast-track development projects, with the architect and engineers assigned to the specific design responsibility and the quantity surveyor as cost controller. In this era of many multi-million dollar, complex and fast track development projects, it is ideal for a specialist project manager to manage not only the time, cost and quality aspects, but also the aspects of scope, integration, risk, communication, human resources and the procurement process. In many cases the clients and contractors are looking for a dedicated Project Management company to undertake the following services:-
Pre-Contract Services.
1. Selection of design team to represent the client including the architect, the engineer, the quantity surveyor and the mechanical / electrical services consultants.
2. Development of overall master plan and development of detailed design in conjunction with the appointed design team members.
3. Development of the client budget for the overall master plan and detailed design in conjunction with the appointed design team members.
4. Development of the overall works programme and deliverables for the overall master plan and detailed design in conjunction with the appointed team members. The overall works programme will be structured to reflect the required phasing of the client build requirements.
5. Recommendations to the client for a workable form of contract to be used for the appointment of contractors, subcontractors and suppliers.
6. Compilation of contract documents, design drawings from appointed design team, bills of quantities, specifications from appointed design team and identification of various works packages.
7. Issue of contract documents to the selected main contractors, subcontractors and suppliers in respect of identified works packages.
8. Administration of the tender process with regards to the main contractor, subcontractors and suppliers for the identified works packages. This process is vital to the success of the post contract phase of the project.
9. Selection and appointment of the works packages to the various main contractors, subcontractors and suppliers. a) Monitoring of the progress for the appointed works packages for the various main contractors, subcontractors and suppliers. b) Monitoring of the overall works programme in relation to the appointed works packages for the various main contractors, subcontractors and suppliers. c) Monitoring of the client budget in relation to the overall master plan and works packages including man contractor, subcontractors and suppliers. Updating overall budget on a monthly basis to determine current expenditure and to determine realistic final account value. d) Monitoring of cost savings and cost overruns in respect of all works packages, main contractors, subcontractors and suppliers. e) Administration and recommendation in respect of progress payments to main contractor, subcontractors and suppliers. f) Implementation and monitoring of client direct procurement for deliverable assets with a view to ensure that all assets are delivered to required specifications, standards and to fit with the overall master programme. g) Administration of the selected form of contract and instruction to the design team in respect of the contractual correspondence to be issued in accordance with the contract. h) QA/QC checks on works progress. i) Finalisation of main contractor, subcontractor and suppliers accounts. j) Contract close out and handover.
