PUBLIC GUIDE TO UGANDA PASSPORT SERVICES
Uganda travel documents may only be held by citizens of Uganda. They are processed and issued only by Government of Uganda through the Directorate of Immigration Control (DCIC) and at three Ugandan Missions abroad: Washington DC (United States of America), London (United Kingdom) and Pretoria (Republic of South Africa).
We have three Passport Control Offices in Kampala, Mbale and Mbarara, The fourth Office, Gulu, will be operational at the beginning of FY 2016/16.
The main Passport Office is situated at the Ministry of Internal Affairs Plot 75 Jinja Road (entrance is on Old Portbell Rd. The other Passport Offices are located at the RDC Building Mbarara, The Regional Administration Block, Republic Street, Mbale and in Gulu (soon opening).
We also have Regional Immigration Offices which act as passport Application Collection Centers, where you can take your passport application for processing and then you collect a ready Passport. These include: Jinja, Masaka, Fort Portal, Arua, Hoima, Masindi, Gulu (soon to become a full Passport Control Office) and Lira.
REQUIREMENTS AND PROCEDURE FOR NEW PASSPORT
General requirements

Duly endorsed forms A and B
3 Coloured Passport Size Photographs with a white background
Cover letter written by the Applicant addressed to the Passport Control Officer requesting for a Passport
Recommendation letter from a Professional known to the applicant, e.g, a teacher, doctor Lawyer, Civil Servant. The covering letter should be addressed to the Passport Control Officer; Ministry of Internal Affairs; Kampala
Recommender must attach a photocopy of his/her Work ID or Passport Bio Data page and countersign
Applicant's photocopy of the National Identification Card (ID)
Photocopy of any other identification Card such as School ID, Workl ID, Village ID e.t.c.
Stamps and signatures from LC1, LC2, LC3, RDC and DISO
Introductory letter from LC1
Payment Receipts of Sh150,000/= for ordinary passports or sh300,000/= for Express Passports; all money is paid in the bank
In case of professionals, you must attach proof of profession such as Transcript
Any other information that may be requested of you by the Passport Control officer

PASSPORT APPLICATION PROCEDURE
Step 1
Applicant should obtain Forms A and B and any other information from the nearest Immigration Office or download on the Immigration website: www.immigration.go.ug
Step 2
The forms should be taken personally by the applicant for endorsement by Area local council 1, 2, 3, RDC and DISO.
Step 3
After endorsements above, applicant should visit any URA revenue collection bank such as Bank of Africa, Diamond Trust Bank, Stanbic, Crane, Barclays, Orient etc and pay passport fees. The Passport costs Uganda Shillings UGX 150,000 for normal applications or UGX 300,000 for Express applications, UGX 250,000 for Official Passports and UGX 300,000 for Diplomatic Passports. All fees are exclusive of bank charges which vary from bank to bank i.e. UGX 2200 to UGX 3000.
Step 4
You will be issued with a bank receipt which you will attach on your application.
Step 5
File your documents in a manila file folder and present them IN PERSON to the receiving officers at the Passport Receiving Section at the Ministry of Internal Affairs or your nearest Passport Control Office or the Regional Immigration Office. A receiving Slip will be issued to you indicating your receiving code and file number.
Warning: Avoid Middlemen or Kayungirizi. Applications submitted by Middlemen will not be accepted/received.
Step 6
Collect your passport IN PERSON after ten working days (normal passport applications) or two (2) working days (for Express Passport Applications) from the point where you submitted the application, unless advised otherwise by an Immigration Officer. You will be required to present your Receiving Slip and identifications at the time of collecting your passport at the Passport Delivery Office.

REQUIREMENTS FOR RENEWAL OF UGANDA PASSPORT

Fill in and attach Forms A and B. Applicant may omit Local council endorsements except where specifically required by the Passport Control Officer
Recommendation letter from a Professional known to the applicant, e.g, a teacher, doctor Lawyer, Civil Servant. The covering letter should be addressed to the Passport Control Officer; Ministry of Internal Affairs; Kampala
Recommender must attach a photocopy of his/her Work ID and countersign
Attach photocopies of the old passport, Pages 45 and 47.
In the event you are making any changes, change of profession, names due to marital status, you will be required to attach the relevant legal proof of changes.

If you have a profession or making changes in your profession, ensure to attach a photocopy of your academic transcript or certificate

REQUIREMENTS FOR LOST PASSPORT

Present dully the completed form A and B. Local Council endorsements may be omitted except where specifically required by the Passport Control Officer.
Applicant should attach own and detailed written explanation addressed to the Passport Control Officer explaining circumstances under which loss of passport occurred.
Complete Questionnaire form.
Complete Affidavit in lieu of lost passport.
Attach Police report confirming loss of passport.
Attach 3 coloured passport size photos taken against a white background.
Attach Copy of Identification documents.
Where copy of lost passport is available please attach the same
Obtain bank payment advise forms for fine of Uganda Shillings 100,000 only, in addition to Uganda shillings 150,000 for anew passport.
Pay above fees in prescribed bank and obtain bank return.
Attach bank receipt to application and support documents and present same to Passport Receiving Office.
Obtain your new passport after ten working days.

REQUIREMENTS FOR REPLACEMENT OF DAMAGED OR MUTILATED PASSPORT

Applicant should present to Passport Control Officer, written explanation for circumstances under which passport was damaged / mutilated.
Obtain and fill Form A and B, LC endorsement may be omitted except where specifically required by the Passport Controller.
Attach 3 colored passport size photos taken against a white background.
Attach Copy of Identification documents.
Present damaged passport.
Obtain bank payment advise forms and pay fine to prescribed bank for the sum of Uganda shillings 100,000 in addition to Uganda Shillings 150,000 for a new passport, depending on the type of service.
Obtain your passport after ten working days.

REQUIREMENTS FOR CERTIFICATION OF UGANDA PASSPORT

Present 4 scanned copies of bio-data of passport to be certified.
Attach Original passport for which certification is sought.
Attach written request for certification addressed to the Paasport Conrol Officer.
Attach 2 passport size photos.
Obtain bank payments forms for certification fees.
Pay fees to the prescribed bank. The fee certification is UGX 20,000 (Uganda Shillings), Bank Charges exclussive.
Attach bank return to application for certification.
Present application for certification to Passport Supervisor in Room 10.
Pick certified copies within two working days.

REQUIREMENTS FOR CHANGE OF NAMES OR OTHER PARTICULARS

Present written explanation for change of names addressed to the Passport Control Officer.
Attach Supportive documents i.e deed poll, marriage, certificate etc
Complete and attach Forms A and B, LCs endorsement may be omitted except where specifically required by the Passport Control Officer.
Attach 3 colored passport size photos taken against a white background.
Attach copy of Identification documents.
The fee is UGX 150,000 (Uganda Shillings), Bank Charges exclussive for replacement of your passport.

PASSPORT APPLICATION FOR MINORS

Obtain and fill Form A and B including LC endorsement.
Attach written consent letter from parents addressed to the Passport Control Officer.
If child is adopted, attach adoption order from High Court of Uganda.
Attach copy of child's birth certificate.
Attach copy of parent's passport or Identification documents.
Attach 4 colored passport size photos taken against a white background.
Obtain bank payment advise forms from cash office and pay Uganda shillings 150,000 exclusive of bank charges in a prescribed bank.
Present bank return and application to receiving section.
Pick minor's passport after ten working days.

PASSPORT APPLICATION REQUIREMENTS FOR STUDENTS

Obtain and fill Form A and B including LC endorsement from area of residence or locality of study.
Attach Covering letter addressed to the Passport Control Officer from institution of learning.
Attach copy of school Identification.
Attach 4 colored passport size photos taken against a white background.
Recommender on form A should be either head, or lecturer or administrator in istitution of learning.

TEMPORARY MOVEMENT PERMITS (TMP)
Temporary Movement Permits are recognized travel documents intended to ease the cross border movement of border communities. TMPs may be obtained at all ports of Entry and Exit in Uganda. Requirements for TMPS.

Two passport size photographs taken against white back ground
Copy of valid Identification documents
Pay a fee of UGX 10,000/=Uganda Shillings

CERTIFICATES OF IDENTITY
Certificates of identity are issued to Ugandans and non Ugandans who cannot readily access Travel documents in emergency situations. Requirements for emergency travel documents

Fill forms A and B
Attach 2 passport size photos
Attach covering letter from Area Lc 1
In the case of applications by non nationals, applicant should justify why he/she doesn't have or can't obtain your national travel document
