Handling A dissertation
Writing is a tedious activity which demands alot of time, skills and passion. This has presented a serious challenge to most people completing their bachelors, Masters and PhDs as they are required to draft final research reports/dissertations. It gets more serious when it comes to post graduate students as most of them tend to be busy in employment while persuing other degrees to grow their career. This has reached at a level where by most Masters and PhD students complete classwork but completely give up on graduation due to the pressure and difficulties associated with dissertation writting. Most students realise this after they have invested much money in paying tuition fees and time while attending classworks. Unemployment continues to be a serious problem in Uganda, and Africa in general. The number of graduates from higher institutions of learning keeps increasing year after year and yet the rate of job Creation remains low. A Data Collection Plan
A data collection plan presents the different steps to follow when collecting the information necessary to answer selected research/evaluation questions. It consists of the following steps;

Determining what data must be collected in order to answer each evaluation question. This involves creating clearly defined measures that relate directly to the evaluation questions; and choosing a means to compare the project/program results with non-program circumstance.

Determining where to find the best source of data in order to answer each evaluation question. This involves deciding from whom or where to get the necessary source of information.

Determining how to collect the data. This involves selecting the data collection procedures that are best suited to the needs of the evaluation project.

Determining how much data to collect. This involves calculating the sample size.

Developing an analysis plan. This involves making sure that appropriate information is collected to answer specific evaluation questions.

Determining when to collect the data. This involves outlining specific data collection times; and determining the latest possible completion dates.

Attending to data collection issues. This involves being aware of responsibilities to respondents, determining who will collect the data; and keeping track of data in an organized fashion.

Prospective Versus Retrospective Impact Evaluation

Prospective Impact Evaluations
Prospective Evaluations are developed at the same time as the program is being designed and are built into program implementation. Baseline data are collected before the program is implemented for both the group receiving the intervention (known as the treatment group) and the group used for comparison that is not receiving the intervention (known as the comparison group).
Prospective impact evaluations are more likely to produce strong and credible evaluation results, for three reasons that include;
Baseline data is collected to establish measures of outcomes of interest before the program has started. The data on the treatment and comparison groups is analyzed to ensure that the groups are similar.
Defining measures of a program’s success in the planning stage focuses both the program and the evaluation on intended results. Impact evaluations take root in a program’s theory of change or results chain. The design of an impact evaluation helps clarify program objectives particularly because it requires establishing well-defined measures of a program’s success.
The treatment and comparison groups are identified before the intervention being evaluated is implemented.

Retrospective Impact Evaluations
Retrospective evaluations assess program impact after the program has been implemented, looking for treatment and comparison groups ex post.
Due to lack of baseline data, it is difficult to analyze whether the program was successfully implemented and whether its participants really benefited from it.
Retrospective evaluations using existing data are necessary to assess programs that were established in the past. However, options to obtain a valid estimate of the counterfactual are much more limited in those situations. As a result, the feasibility of a retrospective evaluation depends on the context and is never guaranteed. Even when feasible, retrospective evaluations often use quasi-experimental methods and rely on stronger assumptions; they thus can produce evidence that is more debatable.

IMPACT EVALUATION_Part 1
Impact Evaluation is one of many approaches that support evidence-based policy, including monitoring and other types of evaluations. Monitoring is a continuous process that tracks what is happening within a program and uses the data collected to inform program implementation and day-to-day management and decisions.
Evaluations are periodic, objective assessments of a planned, ongoing, or completed project, program, or policy. Evaluations can address three types of questions;
Descriptive Questions. These ask about what is taking place. They are concerned with processes, conditions, organizational relationships, and stakeholder views.
Normative Questions. These compare what is taking place to what should be taking place. They assess activities and whether or not targets are accomplished. Normative questions can apply to inputs, activities, and outputs.
Cause-and-Effect Questions. These focus on attribution. They ask about what difference the intervention makes to outcomes.
Impact evaluations seek to answer one particular type of question: What is the impact (or causal effect) of a program on an outcome of interest?
The choice of an impact evaluation method depends on the operational characteristics of the program being evaluated, notably its available resources, eligibility criteria for selecting beneficiaries, and timing for program implementation

The magnitude of the problem should be clearly stated
The statement should clearly indicate the urgency of the problem and show that the research is definitely needed.
The problem should be researchable(scope and funds).
The problem should have supporting statements.
The statement should bring out clearly what can happen if the problem is not solved
The problem statement should be supported with evidence from credible sources
The language used should be simple and objective

DISSERTATION WRITING TIP
Below are some of the terms/phrases that should be avoided when writing a dissertation.
• Jokes or puns
Jokes should not be included because they have no place in a formal document.
• Bad, good, nice, terrible, stupid.
A scientific dissertation does not make moral judgments. Use incorrect/correct to refer to factual correctness or errors. Use precise words or phrases to assess quality (e.g, method A requires less computation than method B''). In general, one should avoid all qualitative judgments.
• Perfect.
Nothing is perfect and therefore such a word should not be used.
• An ideal solution.
This is also judgmental. It should not be included in a dissertation.
• Today.
Today is tomorrow's yesterday. For this case a word like modern times should be used.

• Soon
How soon? Later tonight? Next decade? Such a word should not be included.
• We were surprised to learn...
Even if you were, so what? This does not make meaning in a dissertation.
• Seems/seemingly
Such a word should be avoided because it doesn't matter how something appears.
• Would seem to show.
This is not necessary because what matters are the facts.
• In terms of
This is usually vague.
• In light of
It is colloquial.
• Lots of
It is vague & colloquial
