Every community has potential.

The key is understanding how that potential can be supported and sustained. That thinking shaped one of our recent engagements with War Child Alliance, supporting a GIZ-funded initiative in Kyegegwa and Kikuube districts.

The initiative is designed to create sustainable pathways for women, youth, and refugees by strengthening access to Vocational Education and Training (VET), expanding market opportunities, and promoting integration into the coffee and horticulture value chains.

Our role was to generate the evidence needed to better understand local contexts, existing opportunities, and the factors that influence participation, helping ensure that programme interventions are informed by community realities and positioned for long-term impact.

Because meaningful development begins with understanding people, their aspirations, and the systems around them.

Every programme leaves behind a story. The role of an evaluation is to uncover it.

As this week ends, we're reflecting on one of our recent engagements, the Endline Evaluation of the Pathways to Wellbeing, Empowerment and Resilience for Adolescents Youth (POWER 4 AY) Programme, implemented by Save the Children International Uganda with funding from Bulgari through Save the Children Italy.

Across Omoro, Amuru, and Nwoya, we assessed not only progress against targets but also the changes experienced by adolescents youth, the lessons emerging from implementation, and the sustainability of outcomes beyond the programme.

By combining quantitative evidence with the experiences of adolescents, caregivers, communities, and institutions, the evaluation generated insights into what changed, what contributed to those changes, and what will be needed to sustain them beyond the programme.

At Maarifa Consult, we believe evaluations should do more than measure performance.

They should generate the evidence that helps programmes evolve, investments become smarter, and communities benefit long after implementation ends.

When evidence is at the heart of change, preparation is everything.

Recently our team successfully conducted a training of enumerators and data collectors ahead of the fieldwork phase for the Endline Evaluation of the Child Protection System Strengthening Project (CPSSP) — a three-year initiative implemented by Save the Children International in partnership with the Ministry of Gender, Labour and Social Development, funded by the Japan Ministry of Foreign Affairs (JMoFA) and Save the Children Japan.

The CPSSP has been working to strengthen child protection systems across Arua District and Arua City in Uganda's West Nile region targeting communities across Vurra, Arivu, Logiri, Ajia sub-counties, and the Ayivu and Arua Central divisions.
The training covers evaluation objectives, ethical considerations and child safeguarding standards, fieldwork organisation, data management, and hands-on practice using android-based mobile data collection tools.

The endline evaluation will assess how the project has strengthened the six core components of the child protection system measuring outcomes across the full three-year implementation period from 2023 to 2026.

We are deliberate about quality from who we recruit to how we train, pilot, verify, and safeguard data because the children and communities at the centre of this work deserve findings that are credible, inclusive, and actionable.

This is evidence in the making. And it starts here.

We took a small break from the feed😆 not from the work. Here's what we've been up to;

Our team had the privilege of conducting a Baseline Survey for the SICSRuD project. A KOICA-funded initiative implemented by the World Canaan Movement Uganda (WCM-UG) across Mpigi, Mityana, Jinja, and Mayuge districts.

Through a mix of household visits, community conversations, and structured data collection, we established comprehensive baseline data on the socio-economic conditions, livelihood systems, and community capacity in the project's target areas. We looked at how households earn their income, how they access basic services, and what they currently know and practice around sustainable rural development capturing a clear picture of where things stand before the project's full implementation takes hold.

The study also assessed the readiness of SACCO enterprises, extension officers, and local government structures to plan, implement, and sustain rural development activities. And throughout the process, we were intentional about ensuring that the perspectives of women, men, youth, and other groups were not just included but meaningfully reflected in the findings.

WCM-UG has been working to strengthen the foundation for sustainable rural development in Uganda, and the SICSRuD project builds on that commitment bringing together community structures, local governments, and enterprise development to drive change that lasts beyond the project period.

This baseline gives the project a reliable starting point and we are proud to support work that is grounded in evidence, driven by community voices, and aimed at building a better quality of life for rural households across Uganda.

Recently, our team had the privilege of conducting an endline study for the Healthy Village Project implemented by Wells of Life.

Through a mix of field conversations and data analysis, we assessed progress against the project’s original goals, looking at what has changed, what worked well, and where there is room to grow. We also explored whether the systems put in place are strong enough to sustain results beyond the project period, while ensuring that the voices of women, men, girls, and boys were meaningfully reflected in the findings.

For more than a decade, Wells of Life has expanded access to safe and clean drinking water across rural Uganda, reaching over one million people. Building on this foundation, the Healthy Village Project was introduced to go beyond water access - strengthening hygiene practices, improving health outcomes, and working closely with district local governments in Kabale and Rubanda to drive lasting community change.

This endline study allowed us to capture lessons learned, highlight success factors, and provide practical recommendations to guide future programming. Most importantly, it helps ensure that the impact achieved continues to improve lives long after project completion.

Recently, our team supported and engaged in a productive assignment as we continue strengthening our collaboration with Right To Play under the SHARE Project, funded by Global Affairs Canada.

Our engagement centered on refining and operationalizing a structured monthly monitoring framework to support simple, mobile-based data collection and mentoring of Village Savings and Loan Associations (VSLAs) over a four-month cycle.

The framework enables field teams to systematically track financial performance, group functionality, and overall progress toward project outcomes.

Beyond tracking performance, the approach promotes accountability and continuous improvement by generating clear, actionable follow-up points for mentoring in subsequent months.

This strengthens timely decision-making, enhances group quality, and contributes to sustained economic resilience among adolescent-focused savings groups.
