🌟 PROJECT SPOTLIGHT | HUALAPAI TRIBE RV RESORT & CAMPGROUND FEASIBILITY STUDY & MASTER PLAN 🌟

Southwest Business Development Consultants, LLC (SWBDC), in partnership with Merge Architectural Group, Ritoch-Powell & Associates, Inc., and Data Management of New Mexico, LLC, successfully completed the Hualapai Tribe RV Resort & Campground Feasibility Study and Master Plan on February 15, 2021.

This comprehensive planning initiative provided the Hualapai Tribe with critical market intelligence, infrastructure analysis, master planning, and financial data to inform an investment decision on developing a premier RV resort and campground destination in Peach Springs, Arizona.

The project team conducted extensive research and analysis, including:

The feasibility study focused on a strategically located 26.89-acre site at the intersection of Historic Route 66 and Indian Route 18 in Peach Springs, Arizona, the capital of the Hualapai Tribe and the primary access route to Supai Village. The master plan included the development of 105 RV spaces, visitor amenities, retail opportunities, and community gathering spaces designed to create a premier destination experience for travelers exploring the Grand Canyon region, Historic Route 66, and the Hualapai Nation.

The Hualapai Reservation encompasses approximately one million acres in northwestern Arizona and stretches along nearly 108 miles of the Grand Canyon's southern rim. Strategically located along Historic Route 66 between Kingman and Seligman, Arizona, the Reservation serves as a gateway to several world-renowned tourism destinations, including Grand Canyon West and the Skywalk. The proposed RV Resort & Campground site is positioned to capture visitor traffic traveling through the region while supporting the Tribe's long-term vision for tourism, business development, and economic diversification.

The study estimated total project development costs of approximately $15.56 million, including site development, building construction, architectural and engineering design, furniture, fixtures and equipment (FF&E), inventory, miscellaneous development costs, and beginning working capital. This comprehensive financial analysis provided Tribal leadership with a realistic investment framework and implementation strategy for future development.

Beyond tourism development, the proposed Hualapai Tribe RV Resort & Campground was envisioned as a catalyst for community revitalization, economic diversification, and long-term sustainability. The project supports the Tribe's vision of generating new revenue streams, strengthening tourism infrastructure, creating employment opportunities, and fostering private-sector business growth throughout the Reservation.

An important component of the master plan included the creation of retail and community spaces that would provide affordable opportunities for Hualapai entrepreneurs, artisans, and small business owners to showcase and sell authentic Native American arts, crafts, jewelry, and locally produced goods. This approach promotes cultural preservation while creating new pathways for entrepreneurship, economic self-sufficiency, and wealth creation within the community.

In 2008, Southwest Business Development Consultants, LLC was honored to engage with the Navajo Nation Shopping Centers, Inc. (NNSCI) to develop a comprehensive 5-Year Business & Marketing Plan designed to strengthen economic development opportunities and support sustainable community growth throughout the Navajo Nation.

Originally established by the Navajo Nation Council in 1982 to support business and economic development initiatives, NNSCI evolved into a Navajo-owned corporation dedicated to creating business opportunities and expanding commerce within Navajo communities. With ten strategically located shopping centers across Arizona and New Mexico, NNSCI continues to serve as a vital economic engine for local communities by providing retail services, employment opportunities, tenant development, and essential goods and services.

Our consulting engagement focused on creating a strategic roadmap that would position NNSCI for both immediate and long-term success. The Business & Marketing Plan addressed critical organizational priorities, including:

Showcasing a 2004 Tribal Economic Development Business Plan

In 2004, Southwest Business Developments, LLC helped highlight the vision and economic potential of the Turtle Mountain Band of Chippewa Indians by developing a strategic Business Plan focused on workforce development, telecommunications growth, and long-term economic sustainability.

Located in north central North Dakota, just 11 miles from the Canadian border, the Turtle Mountain Reservation is home to more than 28,000 tribal members. At the time, the community faced a significant economic challenge, with unemployment rates exceeding 65%. Tribal leadership and business partners recognized the need for innovative industries that could create meaningful employment opportunities while supporting long-term economic independence.

A major focus of the Business Plan centered on the continued growth of Uniband Enterprises, a tribally owned corporation originally established in 1987 through a partnership with a Utah-based data entry company. By 1989, the Turtle Mountain Band of Chippewa Indians became the sole owner and operator, positioning Uniband as a successful Native American-owned enterprise. Through participation in the SBA 8(a) Business Development Program, Uniband secured and completed numerous federal contracts, generating revenues exceeding $30 million by 2001.

Building on this success, Uniband launched Dynaband in 1998, an outbound telemarketing division that utilizes advanced telecommunications systems and customer service technologies. Recognizing expanding market opportunities in the call center industry, tribal leadership envisioned establishing a full-scale inbound Customer Service and Call Contact Center on the reservation.

The proposed project represented a transformative economic development initiative designed to create an estimated 300–400 private-sector jobs for tribal members and local residents. The plan included construction of a new state-of-the-art facility, investment in advanced software and telecommunications infrastructure, and expansion of workforce training opportunities. Total projected development costs were estimated at approximately $4.9 million.

At the time, Uniband already operated more than 34,000 square feet of office and operational space, with the capacity to support hundreds of employees across multiple shifts. The expansion into inbound customer service operations reflected the tribe’s forward-thinking strategy to participate in the growing “distance-neutral” call center industry, in which technology enables companies to compete globally regardless of physical location.

This business plan demonstrated how tribal leadership, strategic partnerships, and entrepreneurial innovation could work together to strengthen local economies, reduce unemployment, and create sustainable opportunities for future generations.

Uniband Enterprises was considered one of the most successful tribally owned business ventures in North Dakota during the 1990s and early 2000s. The company helped create hundreds of jobs on the Turtle Mountain Reservation and became a nationally recognized example of Native American economic development. However, over time the company experienced a combination of industry shifts, regulatory challenges, and corporate restructuring that eventually led to its decline and dissolution.

Building Opportunity in Kerley Valley: Laying the Foundation for Jobs and Business Development

Southwest Business Development Consultants, LLC is proud to have led a collaborative team with Dyron Murphy Architects, NAU-The W.A. Franke College of Business, Arizona Hospitality Research and Resource Center, and Stanley Consulting in developing the Kerley Valley Market & Economic Feasibility Study and Business Plan for the Navajo Nation Division of Economic Development (NNDED).

Completed in August 2009, this project focused on identifying opportunities to strengthen market presence across the Navajo Nation while supporting long-term economic growth in the Tuba City region. The study evaluated the potential, constraints, and demand for commercial, retail, small-business, and light-industrial development in the Kerley Valley area.

Located adjacent to Highway 160, the proposed Kerley Valley Business, Commercial, and Industrial Park spans approximately 22 acres of strategically designated land. This initiative lays the groundwork for future development that can attract investment, support Navajo entrepreneurs, and create meaningful employment opportunities for local community members.

The Kerley Valley Business, Commercial, and Industrial Park is designed to revitalize the Tuba City economy by creating new opportunities for business growth, investment, and local employment. Envisioned as a business incubator, the site will offer affordable lease space and support for emerging commercial and light-industrial enterprises—particularly those addressing unmet or high-demand needs in the community. The development is intended to complement, not compete with, existing businesses, while prioritizing opportunities for local Navajo entrepreneurs and fostering a strong, sustainable business environment.

The study also provided critical insights into workforce capacity—assessing local labor skills, training needs, and opportunities for community-based workforce development programs. In addition, it outlined strategies to position the site competitively by leveraging its strengths and addressing key challenges.

The project is planned as a multi-phase development with an estimated total investment exceeding $52M. Phase 1 focuses on essential utilities and site development, laying the groundwork for future growth. Phase 2 will introduce commercial and retail complexes to serve community needs and expand local commerce. Phase 3 will establish a light industrial complex to support business diversification and job creation.

Funding for the project is envisioned through a strategic mix of Navajo Nation support alongside federal, state, county, and local investment—positioning Kerley Valley as a collaborative effort to drive sustainable economic development and long-term community prosperity.

This work supports NNDED’s efforts to secure federal, state, private, and local funding and to drive sustainable economic development and prosperity on the Navajo Nation.

On November 7, 2025, the Pascua Yaqui Tribe celebrated the groundbreaking of Chepa’s Bwa’amta A’ayuka’apo – Chepa’s Fresh Market on the Pascua Yaqui reservation, which borders Tucson, AZ.
