Baltimore, MD (December 1, 2021)- BOLTON, a full-service employee benefits, actuarial, compensation and investment consulting firm, announced the appointment of James E. Downing as Chief Executive Officer. An experienced and successful business leader, Mr. Downing will succeed Robert G. Bolton who has held the position since the company’s founding in 1981, and will assume responsibilities on January 1, 2022. Mr. Bolton will continue to serve as Chairman of the Board.

Bolton has served both public and private sector clients, including not-for-profit and labor organizations, and various state and federal government agencies, for more than 40 years. Their expertise focuses primarily on pension and retirement plans, heath and benefits, investment and compensation consulting for organizations across numerous sectors and industries.

“Since joining Bolton in 2016, James has consistently made contributions beyond his scope of responsibility,” according to Mr. Bolton. “The rate with which he has progressed as a leader in this organization reflects his ability to seamlessly assume each new role and deliver in a way that embodies our core values. James will continue our legacy of providing excellent service to our clients and will move our great organization forward into the next chapter when he assumes the role of CEO.”

Mr. Downing joined Bolton in 2016 after gaining broad and extensive industry experience in leadership positions at Stanley Black & Decker and McCormick & Company. He received a BS in Economics from Towson University, and is a 2009 graduate of the Greater Baltimore Leadership Committee. Additionally, he serves the community as a Board member of Mid-Atlantic Business Group on Health, and as a Committee member with The Y of Central Maryland. James has been on Bolton’s Board of Directors since January 1, 2021.

“I’ve had the privilege of being a part of Bolton during an exciting time in its history,” Downing shared. “When I started in 2016, the company was experiencing a major shift as the leaders who started and built the company looked to retire. Since that time, we’ve transferred invaluable knowledge and experience from those leaders and built a new leadership team together. Simultaneously, we’ve brought rigor to our strategic planning activities and have set a course to drive Bolton forward. I cannot think of a greater personal and professional compliment than being trusted to lead the company toward continued success.”

Bolton’s internal structure will stay the same as a result of this change. “This is the natural progression of our evolution as a company,” added Mr. Bolton,” Our values, culture, and strong commitment to our clients will continue.”

BOLTON, a full-service employee benefits, actuarial, and investment consulting firm, announced its acquisition of RSC Advisory Group. The announcement came from James Downing, Principal and COO at Bolton, who notified employees and clients that RSC Advisory Group, a consulting company specializing in compensation practices, will join Bolton’s team.

Bolton has served both public and private sector clients, including not-for-profit and labor organizations, and various state and federal government agencies for more than 40 years. Their expertise focuses primarily on pension and retirement, heath and benefit programs, and investment consulting for organizations across various sectors and industries. RSC Advisory Group has served a similar client base in compensation strategy and program design for close to 10 years.
“The compliment of RSC’s capabilities is a natural extension of Bolton’s capabilities,” according to Mr. Downing. “Equally as important, the RSC team shares our commitment to serving clients with integrity and delivering relevant, high quality work.”
RSC Advisory Group founding partners Dan Ripberger and Scott Schreiber are equally enthusiastic about bringing the companies’ capabilities together. “If organizations are not thinking about compensation, benefits, and retirement programs as part of a ‘Total Rewards System,’ they need to be. Compensation, health and welfare, and retirement programs are critical elements of any total rewards system.” said Ripberger. Schreiber added “The opportunity to integrate RSC’s compensation expertise with Bolton’s health and retirement expertise accelerates our shared goal to drive value for clients.”

Bolton’s internal structure will largely stay the same as a result of the purchase. RSC employees will report to Geoff Adams, Principal and President of Bolton Health. “The timing couldn’t be better from an integration standpoint,” according to Mr. Adams. “We’ve spent the past year becoming even more adept at working as a team across multiple locations and serving clients who are more geographically diverse. We expect the integration to be seamless, in fact, we are ready to bring our new capabilities to our clients today.”

On December 13th, Bolton employees, along with our families and friends, participated in the Salvation Army of Central Maryland's Angel Tree Program. This program provides gifts of new clothing and toys to thousands of children, ages 0-12, who without this program, would not receive gifts during the holidays.

Today we're highlighting a company whose staff has started volunteering in our kitchen recently. Bolton-Employee Benefits, Actuarial & Investment Consulting is a national, family-owned employee benefits, actuarial, and investment consulting firm headquartered in Baltimore. Chris Bolton, COO, was among the group volunteering!

When asked what brought them to Moveable Feast, they said they stated because of the mission, organization, friendliness, multiple opportunities to give back, and our location in the city.

After their experience, many team members said it was great to have the opportunity to get out of the office and do something good with their time. The group enjoyed hearing their statistics immediately from our kitchen staff and being told how many clients they helped.

This fantastic group packaged up 1358 meals, prepared 180 sandwiches and bagged 154 of them. They also got 5508 meal trays bagged up for delivery. Thanks Bolton for your amazing group of volunteers who did such great work! Come back and see us soon!

Employees from our Denver office, along with their families, volunteered at A Precious Child, an organization that provides opportunities and resources to children in need in the Denver Area. The Bolton team filled close to 1,000 backpacks, along with stocking shelves and loading bags into cars for distribution. A Precious Child intends to hand out over 15,000 backpacks to children prior to the start of the school year.

Today’s announcement is the culmination of many months of hard work and we’re excited to finally be able to share with you that Bolton Partners, Inc. is now simply Bolton. You will continue to experience exceptional client service and expert guidance you have come to trust and rely on over the years.

The new corporate identity includes a new website at BoltonUSA.com, as well as an organizational distinction of our three primary service lines: Bolton Health, Bolton Retirement, and Bolton Investment.

2017 was a year of continued growth within our organization. This is a testament to the people that are a part of our team, the clients that continue to trust us to advise and guide them, and to the foundation that was built over 37 years ago.

We continue to maintain our headquarters in Baltimore, MD, as well as our regional offices in Philadelphia, PA; Washington D.C.; Denver, CO; Atlanta, GA; and Boca Raton, FL. Our staff has increased to over 120 consultants, actuaries, and other professionals that serve our clients in many different ways and in new market segments, since Bolton’s foundation in 1981.
