Our founder, published in Madrid.

Confilegal, Spain's news site for the legal profession, ran a column by Adrian A. Holguin, founder of CannaShark Consulting and principal of Holguin & Company, on Sept. 26. The case: a watch company fined €133,251 for 515 cash payments of exactly €1,000, and a court that annulled the fine because the company's reading of the rule was a reasonable mistake.

It counted as reasonable because every payment was on the books and traceable. That is the same discipline we build for cannabis operators here: write the interpretation down before anyone asks, make every transaction traceable, and do it in the quiet weeks.

Missouri drew its final round of ma*****na microbusiness applicants on Sept. 9. The state received 888 applications and expects to issue about 77 licenses starting in December.

The new rules are good ones, and they reach the contract. What they cannot reach is the wait. Forty-six licenses from the first two rounds are active but not yet approved to operate, and only 21 microbusinesses were open as of Aug. 18. That gap is where a new licensee is most vulnerable, and where someone will offer to carry it for them.

I wrote about it for the Missouri Independent, including the specific clauses to watch for from people in my own industry.
