Photometric labs use black paint and materials such as the ones used here as a way to cancel out reflected light when measuring the light intensities of luminaires. They can isolate the intensity from various angles in this way and create a 3D plot of the light distribution. This plot can then be used to simulate the predicted light levels in a space prior to installing any luminaires. This is really important in many applications such as roadway lighting where it is not easy to simply move or change the light source and you want to make sure it is done right the first time.
