FRIDAY FIELD NOTES: During a recent Waters Delineation assessment in Fannin County, Westward's ecology team put our new GPS equipment to work, collecting field data with 60-centimeter accuracy. And while assessing the site, the team spotted evidence of another busy worker, a beaver that had been hard at work chewing on a tree. Just another day in the field for Westward's biologists, who help clients identify and assess aquatic resources while navigating environmental requirements.

Westward is aware that Texas Commission on Environmental Quality's (TCEQ) STEERS website was shut down yesterday. STEERS is TCEQ’s electronic filing website used for submittal of all permit applications. TCEQ has shut it down indefinitely to ensure everything is reviewed by agency staff to determine if they are related to data centers. If so, the project would be subject to Gov. Abbott’s recent directive ordering the (TCEQ) to halt permitting for data center projects. We are not sure how long this will last or when the order might be lifted, but all air/water/waste permits for anything supporting data centers are being held for now. Westward is closely monitoring the situation.

According to the Minerals Education Coalition, approximately 38,155 pounds of minerals are needed annually per person in the U.S. to support everything from roads and buildings to technology and energy infrastructure. As we celebrate , we recognize the essential role of geoscience in discovering, evaluating and responsibly developing the natural resources we depend on every day. At Westward, our geologists and engineers work alongside the mining and aggregates industries to help bring these resources into use while addressing environmental and regulatory considerations.

Our team recently attended the 15th Annual Frac Sand Supply & Logistics Conference in San Antonio. Among the industry trends discussed, several key takeaways stood out, shared by Infill Thinking conference coverage and Westward observations.
1. Transportation and costs are tightening. Sand hauling availability is becoming more constrained, trucking rates are rising, and higher diesel prices are adding costs across the industry. Data center construction is also creating new competition for materials, trucking and labor.
2. Sand quality and processing remain a focus. Operators continue to weigh unwashed, wet and dry sand as they look for the right balance of cost, quality and performance.
3. Technology keeps moving forward. From automation and improved sand-handling systems to logistics software and alternative fuels, companies are finding new ways to improve efficiency and address transportation and labor challenges.
It was a valuable opportunity to hear firsthand what’s changing, and to see how these broader industry trends are shaping the outlook for 2027.
