Virginia localities are navigating major changes to the regulation of utility-scale solar and Battery Energy Storage Systems (BESS) following new legislation adopted by the General Assembly.

Berkley Group’s Michael Zehner recently joined a panel discussion focused on what these legislative updates mean for local ordinances, permitting processes, and implementation efforts ahead of the July 1 deadline.

The discussion explored:

-Updates to the 2026 solar and BESS legislation
-How local policies and approval processes may need to change
-What remains within local discretion
-Key implementation considerations for local governments

If your locality is evaluating updates to solar or BESS regulations, contact Berkley Group to learn how we can help support your community.

Yesterday, Savannah Newbern and Anna Cherry presented at the 36th Annual Environment Virginia Symposium, sharing their session, Build Your Flood Resilience Engagement Toolbox: Central Shenandoah PDC Case Study.

They focused on how to move beyond “empty chairs” by designing thoughtful engagement strategies that generate meaningful community feedback across in-person and hybrid formats. Their presentation highlighted the Central Shenandoah Planning District Commission’s partnership with Berkley Group to support a regional flood resilience plan through the Virginia DCR Community Flood Preparedness Fund.

Savannah and Anna walked through creative approaches including interactive workshops, virtual meetings, and unique survey distribution methods, along with practical tips for using data visualization to clearly communicate public input to decision-makers.

Thank you to everyone who joined the important conversations around environmental resilience and community engagement.
