Early voting is underway in Buffalo! As our voter education series continues, the next proposed City Charter amendment is:

CITY OF BUFFALO CHARTER AMENDMENT TO CREATE AN ELECTION REFORMS TASK FORCE

If passed, this proposal would create a nine-member task force to study possible changes to Buffalo elections, including reduced petition-signature requirements, open primaries and ranked-choice voting.

The task force would hold at least five public hearings and submit a report by March 1, 2028. The City would provide at least $250,000 to support its work.

This proposal would not change any election rules now. The task force would recommend local-law proposals that could be submitted to Buffalo voters in November 2028.

📝 Official ballot language:

Amends City Charter to establish a task force to study and make recommendations on election reforms in the City of Buffalo.

A “YES” vote would establish an Election Reforms Task Force.

A “NO” vote would not establish an Election Reforms Task Force.

Continuing our voter-education series, the next proposed City Charter amendment is:

CITY OF BUFFALO CHARTER AMENDMENT ON BUDGET ADOPTION PROCEDURES

Currently, the Mayor submits a proposed City budget to the Common Council by April 15. The Comptroller and Common Council review the proposal and recommend adjustments before it returns to the Mayor.

If passed, this amendment would require the Mayor to provide the proposed budget to the Comptroller earlier in the process. The Comptroller could recommend changes to the City’s estimated revenue and expenditures, and the Common Council could vote on those recommendations.

📝 Official ballot language:

Amends the City Charter to give additional powers to the Comptroller to recommend revenue and expenditure estimates in the Mayor’s proposed annual budget and for the Common Council to implement those recommendations.

A “YES” vote would give the Comptroller and Common Council these additional powers.

A “NO” vote would leave their current budget powers unchanged.

Continuing our voter-education series, the next proposed City Charter amendment is:

CITY OF BUFFALO CHARTER AMENDMENT FOR CREATION OF TEMPORARY TASK FORCES

If passed, the Mayor could create a temporary task force by executive order, and the Common Council could create one by vote. These groups would study and advise on short-term City issues, public safety or public well-being.

Each task force could last no more than two years and would end sooner if the term of the Mayor or Common Council that created it ends.

📝 Official ballot language:

Amends the Buffalo City Charter to empower the Mayor and the Common Council to appoint temporary task forces for terms not exceeding two years.

A “YES” vote will give these powers to the Mayor and Common Council.

A “NO” vote will not give them these powers.

Continuing our voter education series, the next proposed City Charter amendment is:

CITY OF BUFFALO CHARTER AMENDMENT TO REQUIRE PUBLIC WEBSITE ABOUT CITY BOARDS AND BOARD TRAINING

If passed, this proposal would require the City of Buffalo to create a public website with information about City boards, meetings, members and open seats. Members of the public could apply online for open seats. New and returning board members would also receive training and orientation materials to help them serve.

📝 Official ballot language:

Amends the City Charter to require a website providing information about City boards, including an application to fill vacancies, and requires training and orientation for new board members.

A “YES” vote will mandate that the City establish such a website and training.

A “NO” vote will not mandate such a website and training.

Continuing our voter education series, the next proposed City Charter amendment is:

CITY OF BUFFALO CHARTER AMENDMENT REGARDING MAYORAL SUCCESSION

This is the fifth amendment in our series overviewing the ten proposed Charter amendments. Amendments are not numbered on the ballot; we are numbering them here only for reference.

If passed, the Common Council President would become Acting Mayor when the Mayor’s office is vacant. The Acting Mayor would receive the Mayor’s powers, duties, and pay until voters elect a new Mayor but would not also receive Council pay. The Council President’s district seat would be temporarily vacant.

📝 Official ballot language:

Amends the Charter clarifying that in the event the office of Mayor becomes vacant, the Common Council President becomes Acting Mayor.

A “YES” vote would amend the City Charter to clarify that if the office of Mayor becomes vacant, the Common Council President becomes Acting Mayor.

A “NO” vote would leave the City Charter unchanged.

Continuing our voter-education series, the next proposed City Charter amendment is:

CITY OF BUFFALO CHARTER AMENDMENT TO LIMIT HOLDOVER TERMS AND TO REVIEW INACTIVE BOARDS

This is the fourth amendment in our series. Amendments are not numbered on the ballot; we are numbering them here only for reference.

If passed, City board members could serve no more than 60 days after their terms expire. Inactive boards would be paused until the Common Council holds a public hearing and decides whether they should continue under the term rules or officially end.

📝 Official ballot language:

Amends the City Charter to limit members of City boards from serving past the expiration of their terms and requires the Common Council to review boards that have been inactive.

A “YES” vote would accept this change to the Charter.

A “NO” vote would leave the Charter as is.
