A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Social Work, Human Services, Psychology, Counseling, Education, Criminal Justice or closely related field and one (1) year of post degree experience working with defiant, aggressive or emotionally disturbed children in an agency adhering to acceptable standards; or:
B) Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor’s Degree in Social Work, Human Services, Psychology, Counseling, Education, Criminal Justice or a closely related field and two (2) years of post degree experience working with defiant, aggressive or emotionally disturbed children in an agency adhering to acceptable standards; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTE 1: Up to one (1) year as a student intern working specifically with this population may be substituted for one (1) year under (B).

NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirements.

• Interpretation of environmental regulations, specifications and equipment performance standards and the development and maintenance of air quality emission and leakage rate reports
• Provide guidance and support to multiple engineering project team members on a broad range of project planning and permitting, construction, equipment retrofitting and commissioning activities
• Lead and facilitate compliance inspections and audits
• Administer the development and implementation of the Clean Air Act and Green House Gas compliance policy and with the development and implementation of the Clean Water Act and the National Environmental Protection Act
• Direct and manage consultants performing erosion and sediment control, noise, air quality, threatened and endangered species and meteorological monitoring and permitting activities
• Oversee and administer environmental compliance education and training of operating personnel
• Performance and review of noise attenuation studies
• Manage and oversee environmental compliance with regulatory agencies such as FERC, EPA, NYSDEC, and PADEP
This position requires a minimum of a Bachelor’s degree. A Master’s degree or Licensed Engineer is desirable. A degree in Environmental, Civil, Chemical Engineering or Environmental Science is preferred. Prior experience working with regulatory agencies, equipment manufacturers, and/or knowledge of chemistry, combustion equipment, air quality regulations, EMIS systems, codes and standards and facility construction is strongly desirable. The successful candidate must demonstrate exceptional oral and written communication skills, proven critical thinking and problem solving skills and strong computer skills. The ability to successfully work independently as well as within a multi disciplinary team environment is required. Exceptional time management, organization skills and multi-tasking abilities are essential to success in this position.

As used herein and in the contract documents, the terms Construction Manager, CM and/or Contractor shall each refer to LPCiminelli, Inc.
Subcontracts: The Project will be constructed using a multiple subcontract format. The following subcontracts will be bid at this time:

Bidding Documents: Bidding is by invitation only. Bidders can access the bid documents through the iSqFt website. Bidding Documents are defined in the Instructions to Bidders.

Qualification of Bidders: Each prospective Bidder is hereby notified that the Bidder must fully execute the LPCiminelli, Inc. Subcontractor’s Prequalification Form and prove, to the satisfaction of LPCiminelli, Inc., that the Bidder is a responsible bidder and has the skills and expertise as well as the necessary facilities, financial resources and reliability to perform the portion of the Work that is the subject of the Bid to be awarded in a satisfactory manner and within the specified time period all in accordance with the provisions of the Subcontract. Bid Bond: Not required.

Bonds and Subcontractor Default Insurance Program: As set forth in the Instructions to Bidders, LPCiminelli Inc. will be managing a Subcontractor Default Insurance Program for this Project. A Performance Bond and a Labor and Material Payment Bond may be required from Subcontractors. Reference Specification Section 01 2300 – Alternates, for description of alternate pricing.

M/WBE Participation Goals: 15% Minority and 15% Women Business Enterprise Utilization Goal.

Equal Employment Opportunity (EEO) / Workforce Goals: Not required.

Insurance Requirements: Refer to Specification Section 00 0510 – Insurance Requirements for Subcontract.

Sales Tax Exemption: The project is exempt from payment of sales and compensating use taxes of the State of New York and of cities, counties and all other subdivisions of the State on all materials and supplies that are permanently incorporated in the Project, utilizing form ST-120.1 Contractor Exempt Purchase Certificate. Upon award, Subcontractors shall be provided with a copy of the applicable sales and use tax exemption letter or other suitable proof of such exemption.

Wages: Prevailing Wage Rates will be in effect for this project.

Project Labor Agreement (PLA): Not required.

Prebid Meeting: A Prebid meeting will be held on March 11th at 2:00 p.m. at the Conventus jobsite field office, 33 High Street, Buffalo, New York in 1st Floor Conference Room.

Bids: Electronic bids, from the invited Bidders, shall be received until 2:00 p.m. on March 31, 2015. Bids are to be emailed to Mark Wendling at [email protected] and Mironda Piphus at [email protected]. The original signed bids shall be sealed and mailed overnight to the attention of Mark Wendling at LPCiminelli, Inc., 2421 Main Street, Buffalo, NY 14214.

Opening of Bids: At the date and time noted for the receipt of bids, the bids will be privately opened.

Consideration of Bids: LPCiminelli, Inc. reserves the right to qualify all Bids, waive any informality or irregularity in the bid proposals, to reject any or all bids, or to award any Subcontract which LPCiminelli, Inc. deems to be in the best interest of the Owner, Construction Manager and the Project.
