New York wasn’t the first state to consider bottle deposit legislation. Oregon passed the nation’s first bottle bill in 1971, and its example helped build momentum for similar laws in other states, including New York.

But in New York, passing the Bottle Bill would take years of debate, opposition, and compromise.
