Holtec International was honored to participate in the FIRST Central, Eastern and Southern Europe Regional Conference on SMRs, held in Budapest from September 21–23, 2026.

Organized through the U.S. Department of State’s FIRST Program, with support from Global Affairs Canada, the conference brought together government representatives, regulators, utilities, industry leaders, financial institutions and technical experts to discuss the future of small modular reactors across the region.

During the Industry Panel Discussion, William Bizollon, Business Development Manager at Holtec, shared insights into Holtec’s SMR-300 technology and its potential to support both electricity generation and a range of non-electric applications. The panel also explored the key considerations for international deployment, including project bankability, financing, regulatory readiness and supply-chain development.

Holtec’s engagement across Europe builds on extensive experience working with clients, regulators and industry partners on nuclear projects. This foundation, combined with the first-of-a-kind SMR-300 project advancing at the Palisades site in Michigan—with commissioning targeted for 2031–2032—positions Holtec to support the responsible international deployment of the SMR-300.

Throughout the conference, participants discussed how SMRs can strengthen energy security, support decarbonization and meet growing demand for reliable energy. Conversations also addressed industrial heat, district heating, hydrogen production, behind-the-meter power, nuclear safety and security, regulatory cooperation and the importance of early project preparation.

Major Regulatory Developments in the Palisades Pioneer Unit 1 & 2 Program

Holtec has submitted the Preliminary Safety Analysis Report to the U.S. Nuclear Regulatory Commission for Pioneer 1 and 2, marking a significant milestone in the development of two SMR-300 reactors at the Palisades site in Michigan.

The submission advances the regulatory framework for the 680-MWe twin-unit project and reflects continued momentum across Holtec’s global SMR-300 program.

The PSAR provides the NRC with detailed technical and safety information supporting Holtec’s application to construct Pioneer 1 & 2, two planned SMR-300 small modular reactors at the Palisades site in Covert Township, Michigan.

Holtec International was privileged to participate in the Deploy SMR Workshop in Istanbul, Türkiye, a two-day forum that brought together government officials, policymakers, industry leaders, and technology developers to discuss the future deployment of advanced nuclear technologies across Europe and Eurasia.

During the workshop, Rafael Marín, Director of Holtec Europe, participated in the panel "SMR & Generation IV Capabilities Showcase," where he presented Holtec's SMR-300 technology, highlighting its applications beyond electricity generation, including industrial process heat. The presentation also covered Holtec's first-of-a-kind (FOAK) SMR-300 project at the Palisades site in Michigan, and discussed why the SMR-300 is a de-risked, investment-ready technology built on proven PWR technology and commercially available fuel.

The subsequent panel discussion and exchange with participants explored key topics including market demand for SMRs, financing and business models, licensing in international markets, industrial applications, and the opportunities and challenges associated with deploying advanced nuclear technologies.

Holtec was honored to welcome Utah Governor Spencer Cox, Utah House Speaker Mike Schultz, Senator Chris Wilson and members of Utah’s legislative and executive leadership, along with our partners at Hi Tech Solutions, to our Advanced Manufacturing division.

The visit provided an opportunity to share more about Holtec’s technologies, highlight our advanced manufacturing capabilities, and discuss the important role nuclear energy can play in America’s energy future.

A significant milestone for the Palisades Energy Center: the NRC has granted Holtec an exemption authorizing early site construction activities for Pioneer Units 1 and 2.

The approval enables support-of-excavation and cutoff-wall installation, excavation, dewatering, and ground-improvement activities—advancing the foundation for a two-unit, 680-megawatt clean energy facility.

This is another important step toward delivering safe, reliable nuclear energy for Michigan and beyond.

Completed under an expedited manufacturing schedule and ahead of the contractual delivery dates, this critical milestone will provide Cofrentes with valuable schedule margin to support continued plant operations.

The achievement reflects months of proactive planning and exceptional collaboration across Holtec’s Manufacturing Divisions, Procurement and Engineering teams, working closely with our partners at ENRESA.
