The finalized awards list for the New Jersey Department of Community Affairs 2026 Management Enhancement Review Program is now out! This is the first round of funding for the MERP program, helping local government units contract with management enhancement review consultants to conduct efficiency reviews and make recommendations to streamline operations and reduce costs.

During this funding round, 5 of the 6 applications submitted by the Aubrey Group were awarded, securing $375,000 for local agencies to conduct their own efficiency reviews. A total of 20 awards were given out, meaning that, for the first round of funding, our clients represent 25% of the total awards!

We want to take this moment to thank all of our clients for their coordination and support in completing these applications! The Aubrey Group will closely monitor whether another round of funding will be available.

The US Department of Agriculture's “Community Facilities Direct Loan & Grant Program” provides funding to develop essential community facilities in rural areas. An "essential community facility" is defined as a facility that provides an essential service to the local community for the orderly development of that community. This does not include private, commercial, or business undertakings. For this program, "rural" is defined as a city, village, township, or town with no more than 20,000 residents. Funding can be used to purchase, construct, and/or improve essential community facilities, purchase equipment, and pay related project expenses.

Loan Amount: No maximum loan limit. (Previous projects ranged from $50,000 to tens of millions)
Loan Terms: Up to 40 years

Janelle is a rising senior and incoming master's candidate at Rowan University studying Criminal Justice and Philosophy on a pre-law track. She is a returning AG intern with interests in juvenile justice reform and mental health policy. Abby is an incoming 1L at Rutgers Law School and graduated from Rowan University in 2025 with a B.A. in English and Political Science.
