Thank you to the approximately 75 participants who joined the Northeast MN Healthcare Coalition for the recent Operation Cold Roost exercise, held the morning of the Under One Roof Conference in Duluth.

Participants worked through a realistic, cold-weather emergency scenario at fictitious jurisdictional tables, including the State of Northmere, Ironpine County, City of Harbor Falls, and Cedar Narrows with the goal of practicing coordination, communication, information sharing, resource requests, public messaging, and response decision-making during a complex incident. This included facilitated discussion, and completing documents like ICS forms and other documentation to blend discussion and functional components.

Exercises like Operation Cold Roost help strengthen regional partnerships before emergencies happen and support a more prepared, coordinated, and resilient healthcare response system across Northeastern Minnesota and more broadly.

Q2 White Earth Nation Community Wildfire Protection Plan

We had a great meeting with the White Earth Nation CWPP Task Force this afternoon at the Twin Lakes Fire Hall. Discussion on wildfire response gaps, communications concerns, risk areas, wildland-urban interface locations, vulnerable structures/populations, and critical infrastructure was the main focus of this meeting > which will be incorporated into the plan.

Of course - we met on a day with a Red Flag Warning 🌬 🚩 - so most attendees were prepared to bolt in the event of an actual fire.....but thankfully none were reported!

Central Minnesota Emergency Managers successfully completed a planning, training, and exercise project relating to Evacuation and Re-Entry capabilities in 2025.

We bought and are delivering REALLY COOL evac checkpoint signs to each EM Office as a thank-you.

Did they ask for them? No
Did they need them? No
Did they want them? Not really
Do they see their value? Work in progress.....πŸ˜†

Words from our Public Information: Before, During, and After training - referencing the increase in social media and quick spread of information from the general public before officials can get the word out. This 3-hour training is being held for local PHEP coordinators, Public Information Officers and some emergency managers across Minnesota.

Around 25 Isanti County Health and Human Services and Public Health staff participated in a FAC Workshop in Cambridge, MN on Thursday - learning how to apply new knowlege from a January 101 virtual training and applying it to their plan. Staff worked on developing an organizational structure and discussed options and resources for equipment, locations, and personnel.

The best capability improvements are products of a building-block approach. Kudos to Isanti County for a great discussion and their approach to emergency preparedness enhancements!

Our team is working alongside the West Central MN Healthcare Coalition on multiple communications-focused initiatives, including a comprehensive regional communications analysis, multi-partner communications exercises, and a detailed review of existing regional communications plans.

Strong response starts with clear, coordinated messaging. Before, during, and after an incident. This work is about tightening connections, reducing friction, and making sure critical information moves when it matters most!

Thank you to Itasca County Public Health, Emergency Management, and the Sheriff's Office for multiple orders of Blue Preparedness Buckets to support county staff and operations. These kits are being placed in all county vehicles, offices, and other high need areas to help boost readiness and resiliency.

A lot of folks say they want to build preparedness and spend time educating the public - which is great! But Itasca County is actually making it happen. πŸ‘πŸ’™

They don't mess around up north.

πŸ”₯ CWPP Completed for Carlton County, MN

We are proud to announce the completion of the Carlton County Community Wildfire Prevention Plan (CWPP). Developed in conjunction with the Carlton Soil and Water Conservation District, Emergency Management, MN DNR, local fire departments, and other partners - the CWPP identifies wildfire risk areas, prioritizes mitigation actions, and aims to help strengthen coordination between communities, fire services, and emergency management.

CWPPs are important because they help protect lives, homes, and critical infrastructure while supporting Firewise efforts and securing future mitigation funding.

Thank you to Carlton County and all partners who helped make this plan possible!

Our staff was proud to help facilitate and evaluate the Wilkin County All-Cities Tabletop Exercise on December 11 that the Emergency Management Dept designed.

πŸ“ Operation: β€œThat Won’t Happen Here” brought local leaders and responders together to walk through a realistic scenario, strengthen coordination, and identify strengths and gaps before a real incident occurs.
