Cross-connection control programs don’t fail because people don’t care, they fail because they lack system, structure, and support.

For municipalities, protecting the drinking water supply goes far beyond having rules on paper.

It requires a program that functions consistently across teams and over time:

🔹 System – Organized processes for tracking devices, inspections, testing, and compliance.

Without a reliable system, even the best intentions fall apart.

🔹 Structure – Clear SOPs, defined roles, and accountability.

According to the USC Foundation for Cross-Connection Control and Hydraulic Research (FCCCHR), a cross-connection is any actual or potential physical connection between a potable water system and any source of non-potable water, fluid, or gas.

These connections can allow contaminants to enter the drinking water supply through backsiphonage or backpressure.

What often gets overlooked is how these risks evolve over time.

A facility may have been compliant at the time of construction, but changes happen.

New equipment gets installed, processes change, and connections are added without always considering cross-connection risks.

Something as simple as a new hose connection, chemical feed, or piece of equipment can introduce a new hazard.

That’s why periodic inspections are so important. They help identify risks that weren’t there during the initial inspection.

At a minimum, it is recommended that any change in occupancy or use should trigger a cross-connection review.

In Texas, this is typically done through a Customer Service Inspection (CSI) to ensure the system is still protected.
