Is every component on your gear truly Berry-compliant?

The Berry Amendment requires domestic origin documentation across DoD procurement — from raw materials through final assembly. That includes the component layer: patches, labels, cuff tabs, and identification placards. It's also where documentation gaps tend to surface.

An agency awards a contract. Vests arrive. They get issued to officers.

Then what?

At most agencies, tracking stops the day equipment leaves the supply room. There's no structured system to monitor warranty status, inspection history, storage conditions, or service life across the fleet. When a vest gets reassigned to another officer, the record, if one exists, often doesn't follow it.

Five years later, someone asks a simple question: which vests in our fleet are past their warranty date right now? Nobody can answer it quickly.

Procurement ends at award, but operational risk begins the day equipment is issued and continues until the day it's retired.

There's a lot of confusing messaging about body armor and the new NIJ standard right now. Let's clear it up.

NIJ 0101.07 was published in November 2023. The Compliance Testing Program has been rolling it out in phases since then.

Here's the part that matters most for your department:

The 0101.07 Compliant Products List has NOT been published yet. NIJ and CJTTEC have stated they will not publish it until there is an adequate quantity and variety of compliant products available. That is intentional program design — it protects agencies from being rushed into premature decisions based on a limited list.

In the meantime: your 0101.06-listed armor is fully valid, fully supported, and fully eligible for BVP funding. There is no compliance risk in procuring from the .06 list today.
