HB3035 passed the Senate unanimously! It now goes back to the House for a concurrence vote on the amendments. It could happen as early as tonight but probably tomorrow.

03/08/2023

HB3035 will be on 3rd Reading tomorrow in the Senate. WHEN/if they pass it, it will go to the House for concurrence. That means that the House has to concur with the amendments made by the Senate.

HB3035 is now a combination of what was SB274 (Science of Reading) and HB3293 (our dyslexia bill wording)!!!

This happened, yesterday. Today, things have gotten even crazier today. I’ll update later. I THINK it might be a good thing. 🤷🏻‍♀️

CHARLESTON – A version of a bill that would provide additional teaching aids in early elementary classrooms and resources to help students be proficient in math and reading by third grade was gutted by a West Virginia House of Delegates committee in a surprise move. The House Education Committee a...

GOING LIVE AT 5:30!

Aaaaand another curveball…SB274 is on the House Education Committee agenda for tomorrow at 9am. It’s back in the game.

Now, we are watching SB274, HB3035, and HB3293. SB274 is one step ahead of the others.

Absolutely nothing related to dyslexia has fully passed yet. Something has to happen THIS WEEK in the Senate! The session ends on 3/11/23! 😳😳

Either HB3293 has to pass or HB3035 needs to pass with amendments adding the dyslexia wording into it.

Senator Grady has PROMISED that she won’t let dyslexia go unaddressed this year. ❤️ She is the one that has to decide how to run it.

To be able to be read three times, the last possible time for a bill to come out of committee to the floor would be on Thursday morning—without bending the rules. I will keep you posted!

You can email or call Amy Grady [email protected]
(304) 357-7855

I would also suggest that you email your Senators. Tell them that they represent you. Pass dyslexia legislation in 2023!

I think I have whiplash! This is craziness! Let me see if I can even explain this—

The House just added an amendment to HB3035 taking the wording of HB2003. Basically, this means that they have killed SB274 and replaced it with their own version that does the same thing WITHOUT the dyslexia parts. 😡

Ugh! The senate was not expecting this. When I told Senator Grady, she promised me that she will get the dyslexia addressed somehow. It’s either going to be in HB3293 or by adding the dyslexia parts of SB274 into HB3035 when it comes over to them.

ONE of these has to pass—
SB274–Currently sitting in House Education

HB3293–Currently sitting in Senate Education

CALL TO ACTION!! This might be the most important one ever!!!!

We need people to email and/or call Senator Grady to urge her to run HB 3293. That is the dyslexia bill that stands on its own. It has everything we want in it. The House passed the bill unanimously. It has no fiscal note(it’s costs nothing), so it shouldn't be hard to push.

The Senate ran dyslexia parts in SB 274 that passed unanimously. However, the House does not plan to run SB274, so if the Senate doesn't pass HB 3293, all of the dyslexia bill aspects will die. We MUST urge Senator Grady to put it on the Education Committee agenda and urge passage in the Senate. Only then can it go to the governor to sign into law. I am emailing all Senators to urge Senator Grady to put HB 3293 on the House Education Committee agenda. If you could have people emailing and calling too, that would be great.
