One way Policy Impacts Paychecks is through health insurance costs.

Some of our glazers in District Council 53 do not have health insurance coverage through their collective bargaining agreement, so many of them have had to buy insurance through ACA marketplace plans for themselves and their families.

Recently, some members have had to drop that coverage because the cost got too high.

No matter what side of politics someone is on, that’s a real-life example of how policy decisions affect working people and their paychecks.

Everybody talks about needing more skilled workers, but not much gets done to help apprentices once they get into the trade.

Policies that support contractors who hire apprentices could help create more work opportunities and help apprentices keep earning while they learn.

Things like tax incentives for hiring apprentices could go a long way in helping grow the trades and support the next generation of workers.

People can talk about apprenticeships all day, but policy is what actually makes a difference.

Over the last 15 years, not much has been done to strengthen opportunities for local blue-collar construction workers on tax-funded projects.

There are policies that could help fix that, especially ones that support local hiring.

When local workers are on local jobs, it keeps money in the community and helps build a stronger local economy.

It seems like a simple idea, but it doesn’t always get the support it should.

That’s why we need to stay focused on the policies that matter, the ones that affect our work, our opportunities, and our pay.

IUPAT DC 53 is hiring an experienced Hydroblaster to step into a Hydro/Vac Instructor role at the Finishing Trades Institute (FTI) Training Center. This position is built for someone with strong, real-world hydroblasting experience who’s ready to bring that knowledge into the classroom and the field to train the next generation.

As an instructor, you’ll work with apprentices and journeymen across the DC 53 jurisdiction, focusing on hydroblasting techniques, vacuum systems, safety practices, and equipment operation. You’ll also play a key role in helping members understand the standards and expectations of the industrial cleaning industry.

Responsibilities include conducting hands-on and classroom training, traveling as needed to support training across the region, becoming a WJTA Certified Instructor, and helping develop and schedule training that reflects current industry needs.

This is an opportunity to take your field experience and make a direct impact on the future of the trade.

The General President is inviting up to six members from each District Council to attend. If you’re interested, contact your Local Business Agent and get your name in today.

To be eligible, you must have completed Building Union Power training or be able to complete it before August 10, 2026. All members in good standing are encouraged to apply.

As we close out National Apprenticeship Appreciation Week, take a few minutes to read this letter from first-year apprentice Matt Parsons of LU 1144 speaking about fellow member and journeyperson Trina Maston (LU 1144) and the impact mentorship can have on someone starting out in the trades.

“Starting out in the trade can be overwhelming. There's a lot to learn, a lot of expectations, and plenty of moments where you're not sure if you're doing things right.
From day one, Trina Maston went above and beyond to make sure I wasn't just getting through the work, but actually learning and growing in the trade. She took the time to explain things, show the right way to do the job, and most importantly, made sure I had the confidence to keep improving.
What stood out most was how much she genuinely cared about the quality of her work, and walking out of a job site proud of the day you turned in. Trina is patient, supportive, fun to work with, and always willing to share her knowledge and experience. Because of her guidance, I finished my first year with a stronger foundation and a deeper respect for the craft.
Meeting someone like Trina is rare, and I know I'm lucky. She's someone I'll always keep close throughout my career and in life. I'm grateful for the mentorship, the lessons, and the example she set.
Opportunities like this are exactly why the union matters. Without the union, I may have never had the chance to learn from someone like her. Mentorship like this doesn't just build better painters — it builds stronger people and a stronger brotherhood/sisterhood in the trade.
My mentor didn't just make an investment in me, she made an investment in the next generation of painters.”

One example of how Policy Impacts Paychecks in District Council 53 is through USDA housing projects across our region.

These projects could help keep apprentices working and give younger members the opportunity to gain experience in the trades. But many of these projects do not include Davis-Bacon prevailing wage protections.

In some cases, USDA wage rates for our area list skilled painters and drywall finishers at around $12 per hour.

Rates like that do not reflect the skill, training, and work being performed on these projects.

This is a real example of how policy decisions affect wages, apprenticeship opportunities, and the future of our trades.

IUPAT DC 53 was proud to be a part of the WV Apprenticeship Showcase and Career Fair at the State Capitol in Charleston for National Apprenticeship Week.

Hosted by WorkForce WV and WV Department of Education Career Technical Education, gave students and job seekers a chance to learn about apprenticeship programs and career opportunities across the state.

The mockups used for displays as made by our apprentices during their training the FTI Training Center.

Thanks to everyone who stopped by and supported apprenticeship programs in West Virginia.
