The Harry Tracy Water Treatment Plant (HTWTP) has a design capacity of 140 mgd and treats drinking water from the Crystal Springs Reservoir System for delivery to San Francisco and neighboring cities on the Peninsula and south and east of San Francisco Bay. The $175 million project implements treatment process improvements to meet water quality and delivery reliability goals, seismic reliability improvements, and other improvements to the HTWTP facility, such as pipeline distribution, access, and site improvements. Upgrades, additions, and seismic strengthening for the plant include a new 11 million gallon treated-water reservoir, updated treatment processes, and upgraded emergency power facilities.

This $3 billion construction project involves a 290-mgd facility for the New York City’s Department of Environmental Protection Croton Water Filtration Plant in the Bronx to treat New York City’s Croton water supply. The first contract cost $128 million and involves excavating the treatment plant footprint, including an extensive rock blasting program for removing 900,000 cubic yards of rock and 250,000 cubic yards of soil. The second contract cost $212 million and includes construction (tunnel boring machine and drill-and-blast tunnels) of a new 800’ raw water tunnel and two new 4,000’ treated-water tunnels.

The Orange County Utilities (OCU) $800 million capital improvement program (CIP) includes developing long-term plans for solid waste, water/wastewater, and reclaimed water infrastructure improvements within OCU service areas. The program also includes major elements such as planning studies, capital improvement program management, utility management, operational assistance, hydraulic modeling, and other program management services. Projects in this CIP are needed to accommodate growth; expand, modernize, and improve existing facilities; and renew and replace aging facilities.

Work on the $14 million 200-mgd Orinda Water Treatment Plant reliability and maintenance project consists of replacing the existing filter under drains and disinfection system and installing a redundant power building and other appurtenances and interior coating of the Orinda wash water tank. Eighty percent of the work is underground and requires full and partial plant shutdowns with provisional systems installation and other treatment plant coordination. Since the exterior of the Orinda Water Treatment Plant historical structures are not to be altered, project phasing is required to protect this historic site.

The $27 million King County South Treatment Plant (South Plant) project provides a seismic retrofit of the existing plant, which treats wastewater for approximately 839,000 people, 24 hours a day, 365 days a year. Because of its importance to the community, the goal of the retrofit is to prepare the plant for probable impacts of natural disasters. The precast concrete “Z” purlins at the pump building roof are also at risk of collapse during a significant seismic event. Based on a resiliency recommendations report, the pump building needs structural retrofits to improve seismic resiliency and to meet current building codes.

During the preliminary design phase, Mell Contracting Inc provided risk analysis services. Staff developed a project risk register to identify and assess project risks — including threats (negative risks) and opportunities (positive risks) — and determined risks to be quantified, addressed, and managed (i.e., mitigation, avoidance, transfer of threats and enhancement, sharing, exploitation of opportunities). Mell Contracting Inc determined the current risk profile of the project to allow King County to make informed decisions to save them time and cost (e.g., procuring long-lead items ahead of schedule).

Silicon Valley Clean Water (SVCW) has embarked on an $850 million Regional Environmental Sewer Conveyance Upgrade (RESCU) Program to replace their aging pipelines and upgrade their associated pump stations and Front of Plant (FoP). The program consists of 11 projects that constitute full replacement and rehabilitation of the SVCW conveyance system. The FoP project consists of the design, construction, permitting, start-up, commissioning, and closeout for the receiving lift station (RLS), surge and flow splitter (SFS), head works facility, odor control facilities, influent connector pipe, chemical offload facilities, civil site work, emergency overflow pipe to storage basin, 3.3 miles of wastewater gravity pipeline inside a concrete tunnel, four shafts, and related process support systems. Work is being implemented under a progressive design-build procurement process in stages, without interruptions to the plant operations.

The $30 million Great Lakes Water Authority (GLWA) Water Resource Recovery Facility (WRRF) has a wet-weather capacity of 1,700 mgd and full secondary treatment of 930 mgd. It is the largest single-site wastewater treatment plant in North America. Design and construction of facilities to disinfect wet weather flows to the Rouge River Outfall are required to meet National Pollutant Discharge Elimination System permit conditions.

GLWA engaged Mell Contracting Inc to assist in overseeing a progressive design-build contract to provide systems and facilities to disinfect discharges to the Rouge River from GLWA’s WRRF and to provide modifications to the WRRF’s existing disinfection systems. The Mell Contracting Inc team evaluated the price proposed by the contractor for completion of the design and construction of the facility and assisted GLWA in negotiating a $4.38 million (11.7%) cost reduction.

The Detroit Water and Sewerage Department (DWSD) needed to rapidly and cost effectively design and construct a modern, efficient water treatment plant. Using a life-cycle cost analysis, Mell Contracting Inc recommended building a new plant instead of rehabilitating the existing plant. This project involved oversight of a $288 million design-build-maintain contract to replace the existing water treatment plant at Water Works Park with a new 240-mgd plant.

After assisting the DWSD with identifying the appropriate requirements for the new plant, Mell Contracting Inc helped prepare a request for qualifications and a request for proposals to procure a design-build-maintain contractor for the project. Mell Contracting Inc also developed design-build-maintain contract documents and assisted the DWSD in evaluating proposal responses. During the project, Mell Contracting Inc reviewed project schedules, contractor payment requests, costs, changes, and claims.
Mell Contracting Inc also provided project administration, document control, and records management to monitor progress and to assure that contract requirements were satisfied, owner interfaces were properly identified with sufficient time allowances, and that schedules presented a fair and responsible basis for evaluating time extension requests and delay claims. At completion of the project, Mell Contracting Inc provided expert services to assist the DWSD by cost effectively resolving litigation filed by the design-build contractor.

The Detroit Water and Sewerage Department (DWSD) needed to meet the Michigan Department of Environmental Quality (MDEQ) requirements regarding sewer overflow issues. In response, the DWSD constructed a $156 million, 9-mgd CSO facility and replaced the existing Oakwood pump station, which was outdated and did not meet the needs of the new CSO facility, with a new 1,000-mgd pump station.

Mell Contracting Inc was selected by the owner to provide all owner’s representative services through the construction phase, including project management, project controls, scheduling, cost estimating, and cost management services. Mell Contracting Inc also provided change management and change negotiations, payment processing, schedule reviews, cash flow projections, correspondence drafting, and executive-level reporting of the project status. At the project onset, the contractor’s preliminary schedule submittals did not meet the requirements and needs of the contract. Mell Contracting Inc initiated a workshop with the contractor and owner to review the scheduling requirements of the contract that included reviewing scheduling basics and providing examples of previous project schedules to the contractor that met the requirements of the contract. Following the successful completion of a baseline schedule, Mell Contracting Inc provided monthly schedule reviews and analysis.

The $75 million San Francisco International Airport Mel Leong Industrial Wastewater Treatment Plant project consisted of upgrades to the existing sanitary and industrial wastewater treatment plant facilities that were originally constructed in the 1970s. Improvements were required to increase capacity for future demands, address deferred maintenance to extend the facilities useful life, meet Title 22 Regulations, and provide a reliable source of recycled water to achieve SFO sustainability goals. The project scope includes rehabilitating and replacing existing industrial primary and secondary wastewater treatment processes, replacing solids dewatering and handling facilities, constructing a new 8,000-SF administrative and laboratory building, and constructing new recycled water treatment process and storage facilities.

The $225 million North Dorchester Bay Combined Sewer Overflow Storage (CSO) includes construction of a two-mile long tunnel being built along the north shore of North Dorchester Bay in Boston. The project also includes construction of drop shafts, diversion structures, near-surface connecting pipes, a construction/access mining shaft, a pump station and an odor control facility. The $80 million pump station and odor control facility will be attached to the tunnel; the pump station has a capacity of 10 mgd.
