The customer called for lighting intermittently dimming in the home when certain appliances come on, and is frustrated and wants this handled asap.

You've checked the panel and find it's clean and doesn't have the signs that it's caused by a fault within it.

Meter readings at the main breaker show dips in voltage when the electric oven comes on.

There are no overhead taps to check as it's an underground service.

Are you calling the utility company for an unlock "as per utility/town regulation"?
