🚨📞 Honoring Our Dispatchers 📞🚨

The Cicero Fire Department and the Northern Section Line Officers Association are asking for your assistance as we partner with local Fire, EMS agencies, and community members to recognize and honor the dedicated professionals of the Onondaga County Department of Emergency Communications, AMR, and Syracuse University Department of Public Safety Dispatch Centers during National Public Safety Telecommunicators Week (April 12–18, 2026).

These individuals are the voice on the other end of the phone or radio, providing calm, guidance, and coordination during critical moments when it matters most.

As part of this recognition, we will continue our tradition of preparing BBQ chicken meals and delivering them to each shift as a small token of appreciation for the vital work they perform every day.

This seminar will be presented by Chief Douglas Cline on “First Due Fire Ground Tactics”. This seminar is open to all members of the fire service, no matter which county you live in.

There is still time to register for the Cancer Prevention & Screening Educational Session being held at the Cicero Fire Department on Wednesday, February 4th, from 5:30 – 7:30 PM.

Dinner will be provided for all attendees courtesy of Dinosaur BBQ.

On behalf of the South Bay Fire Department, we respectfully invite all fire departments and emergency service agencies throughout Onondaga County to join us in honoring the life and service of Past Chief David Cowburn.

Past Chief Cowburn dedicated decades of unwavering service to the fire service and our community. In addition to his leadership within the South Bay Fire Department, he also proudly served the county as Emergency Management Car 303, further demonstrating his commitment to public safety and interagency cooperation.

His leadership, mentorship, and dedication left a lasting impact not only within our department, but across the fire and emergency services community.

The Onondaga County Fire Chiefs Association is excited to announce we have finalized the topic for our "Fourth Annual March Seminar" which will consist of "First Due Fire Ground Tactics"
instructed by Chief Doug Cline.

- Training Timeline -

* Registration (8:00 - 9:00 am)
* Program (9:00 am - 12:00 pm)
* Lunch (12:00 - 1:00 pm)
* Program (1:00 - 2:00 pm)

This one day, five hour training is designed for those members of the fire service. “First Due Fire Ground Tactics” is an essential course designed to prepare fire service personnel for the critical decisions and actions required during the initial moments of a fire incident.
Focused on the operations of the first-arriving unit, this course provides students with the tactical knowledge and practical skills needed to establish effective command, ensure crew safety, and initiate impactful fireground operations.

Participants will explore size-up procedures, tactical priorities, resource deployment, and task assignments based on occupancy type, fire conditions, and available manpower. Emphasis is placed on rapid decision-making, effective communication, and mission-focused leadership that directly influence the outcome of the incident.

Whether arriving on a single engine or as part of a larger response, students will gain confidence in executing sound tactics that lay the foundation for successful incident mitigation.

• Initial Size-Up and Situational Assessment
• Establishing Command and Tactical Objectives
• Fire Attack and Search Operations
• Tactical Positioning and Resource Deployment
• Ventilation and Exposure Control
• Coordination with Subsequent Arriving Units

Douglas Cline, Past President of the Southeastern Division of IAFC and ISFSI, is a 43 year student of the fire service. Chief Cline is a retired Fire Chief, currently serving as the Assistant Chief of Professional Development with Horry County Fire Rescue, 40 station Metro department with 700 members responding to over 74,000 plus calls for duty each year.

Cline hosts Fire Engineering’s BlogTalk radio show Fire and Training and blogs on www.thefireofficer.com. He was honored in 2000 as the ISFSI George D. Post Instructor of the Year.

Chief Cline holds a Bachelor’s Degree in Social and Education from Concord University and has been awarded the Chief Fire Officer designation from the Commission on Professional Credentialing.

Chief Cline is a well-known international speaker presenting dynamic power packed /high intensity programs on leadership, instructor development, officer development and firefighter safety and survival. Chief Cline also is a highly published author in both books and multiple trade journals.
