The SBA 8(a) Business Development program is one of the most powerful tools in federal contracting. But it comes with an expiration date: 9 years.
During years 1–4 (Developmental Stage), sole-source awards flow easily. But by years 5–9 (Transitional Stage), firms are required to achieve a growing mix of non-8(a) business activity.
