For effective overall food safety, the Prerequisite Programs MUST be FIRMLY implemented and functioning, PRIOR to the development of HACCP. They provide basic environmental and operating conditions necessary for the production of safe food. They are the foundation of the food safety/HACCP Plan.โ€‹
