I found some old (8/1/10) pricing information from the Texas Risk Pool before the Affordable Care Act (ACA) started. The Texas Risk Pool was for people who couldn’t get insurance due to medical conditions. For example, someone in the middle of cancer treatment who lost their insurance could join the Risk Pool. This saw this many times.

The ACA was supposed to help people who couldn’t get insurance. However, many states already had risk pools, though the prices were considered very high.

Here are some details comparing the old Risk Pool plans with current ACA exchange plans in my area:

• Old Risk Pool Plans (2010, PPO with low copays):
• 55-year-old male
• $1,000 deductible, $20 copays, PPO: $1,310 per month
• $5,000 deductible, PPO: $724 per month
• Current ACA Exchange Plans (2023, only HMOs available):
• 55-year-old male
• Lowest cost: $7,400 deductible, no copays: $587.55 per month
• Most expensive: $6,000 deductible, $30-$45 copays: $1,195.99 per month

For context, PPO plans in the small business group market generally cost about 40% more than HMO plans.
