Game-Changer for E-Rate: New FCC Bidding Portal Coming in FY2028

The FCC has officially adopted an E Rate competitive bidding portal that will centralize how schools and libraries conduct E Rate bidding, with implementation starting in Funding Year 2028 (requests filed beginning July 1, 2027).
This means that, in the future, E Rate bids will be submitted and managed through a single FCC/USAC portal, and applicants will upload their bid evaluations and contracts directly into the system—changes aimed at increasing transparency and reducing fraud, but which may also add new procedural steps for districts and libraries.
Funding Years 2026 and 2027 will continue under the current Form 470/471 process, so there is time to prepare, and we will keep you informed and provide guidance as more details and official implementation timelines are released.

The FY2026 FCC Form 471 application filing window opens January 21, 2026 at 12:00 PM ET and closes April 1, 2026 at 11:59 PM ET.

🗓️ Important deadline to note:
March 4, 2026 is the last day to submit and certify an FY2026 FCC Form 470 and still meet the required 28-day waiting period before filing Form 471 by the April 1 deadline.

🔧 EPC Profile Reminder:
Applicants should review and update their EPC profiles now. The EPC Administrative Window closes on January 16, 2026, at which point profiles will be locked until the filing window opens.Start preparing early to avoid last-minute issues and stay on track for FY2026 E-Rate funding!

The FCC has published the FY2026 E‑Rate Eligible Services List (ESL), outlining the services schools and libraries may fund through Category One and Category Two discounts in the upcoming year.

The FCC has published the FY2026 E‑Rate Eligible Services List (ESL), outlining the services schools and libraries may fund through Category One and Category Two discounts in the upcoming year.

The FY2026 ESL continues to prioritize support for high‑speed broadband, internal connections, and related services essential for keeping students and library patrons engaged in digital learning.

Applicants are encouraged to review the updates carefully, align their technology strategies, and begin preparing Form 470s and competitive bidding schedules.
The updated ESL also provides clearer guidance on how software‑based and remote services are treated under E‑Rate, aiming to reduce confusion during the application and review process.

In the past, some of these items were divided between Internal Connections and Basic Maintenance of Internal Connections (BMIC), which often led to inconsistent classifications and application errors. The FY2026 ESL adopts a more unified framework, allowing software, support licenses, and remote configuration tied to eligible internal connections to be requested with greater consistency.
