Texas HR leaders: AI governance is no longer optional.

TRAIGA has been in effect since January 1, 2026, and the Texas Attorney General now has a dedicated public-facing AI rights and complaint pathway.

For HR departments, one provision deserves particular attention: Texas prohibits a person from developing or deploying AI with the intent to unlawfully discriminate against a protected class in violation of state or federal law. The statute also gives the Attorney General exclusive enforcement authority.

And the financial exposure is significant.

Civil penalties can reach $10,000 to $12,000 for curable violations, $80,000 to $200,000 for uncurable violations, and $2,000 to $40,000 per day for continuing violations.

The question is no longer simply:

“Does our HR technology use AI?”
The governance questions are:
Who approved it?
What does it influence?
What data does it use?
Has it been assessed for discriminatory or prohibited uses?
Are HR employees trained on appropriate AI use?
Can we document our governance if regulators start asking questions?

Texas organizations should be inventorying their AI systems, reviewing HR vendors, documenting AI use cases, establishing governance policies, and training the people who use these systems.

PSM helps organizations build that infrastructure before a complaint or investigation forces the issue. Learn more about our services here:

AI agents are changing the governance conversation.

Traditional AI might generate an answer. An AI agent can take action. It can access systems, retrieve sensitive information, communicate with people, trigger workflows, use other tools and make decisions with limited human involvement.

That creates a much bigger question:

Who owns the agent after it goes live?

If it accesses information it shouldn’t, takes an unauthorized action, makes a harmful decision or quietly operates outside its intended purpose, who is accountable?

This is no longer theoretical. In 2026, NIST launched its AI Agent Standards Initiative specifically around the secure and trustworthy deployment of autonomous AI agents, while OWASP’s Agentic AI guidance identifies risks unique to systems capable of planning and acting across organizational workflows.

The dangerous part isn’t necessarily that an AI agent fails.

It’s that it could fail repeatedly before anyone realizes it’s happening.

Organizations deploying agents need identifiable human ownership, defined permissions, access controls, activity logging, monitoring, escalation procedures and an audit trail capable of answering one very simple question:

“What exactly did this agent do?”

If your organization can’t answer that question today, you don’t just have an AI implementation issue. You have a governance issue.

Panoramic Solutions Management helps organizations establish the policies, governance frameworks, risk controls, workforce training and accountability structures needed to adopt AI without losing human oversight.

I’ve heard the same thing repeatedly when speaking with local government employees about AI governance training.

When I ask whether they have completed it, many say yes. However, the training was often delivered through their organization’s LMS using a general AI course that is not certified by the Texas Department of Information Resources.

That creates a frustrating compliance gap. Employees may have completed thorough AI training, but it does not satisfy the state mandate unless the specific training program is DIR-certified.

If you are a covered state or local government employee, particularly one who uses a computer for at least 25 percent of your duties, make sure your HR, IT or employee-development department understands this distinction.

Government entities must certify compliance by August 31. Not every AI awareness or governance course qualifies, regardless of how comprehensive it may be.

Organizations should confirm that:

• The specific course appears on DIR’s certified-program list
• Completion is properly documented
• The appropriate employees and officials have been identified
• The organization is also addressing its separate responsibilities under the Texas Responsible Artificial Intelligence Governance Act, or TRAIGA

AI training and TRAIGA compliance are related, but they are not interchangeable. Choosing the right training program is the first step.

If you’ve been keeping up with what’s happening with AI even a little bit, you’ve heard everyone parroting “AI governance is no longer just a policy discussion. Organizations are building the people, processes, and evidence needed to govern AI in practice.” or something to that effect.

It doesn’t take a genius to put two and two together. Naturally, a workforce full of AI Governance professionals are going to be the new leaders in AI.
According to the IAPP AI Governance Profession Report 2025, only 1.5% of surveyed organizations said they would not need additional AI governance staff over the next 12 months.

That means 98.5% anticipate needing additional AI governance staffing or capacity, whether through new hires, dedicated personnel, expanded responsibilities, or cross-functional governance teams.

Organizations need professionals who can move beyond discussing frameworks and produce the evidence:

• AI inventories
• Risk and impact assessments
• Vendor reviews
• Governance policies
• Model evaluations
• Human oversight procedures
• Exception and approval records
• Audit-ready documentation

Panoramic Solutions Management helps organizations turn AI governance requirements into practical systems, training, policies, and defensible documentation but we also certify AI Governance professionals.

We’re poised and ready to equip the newest career professionals on the job market.

At PSM, we dont believe that people are truly seeking "more technology." They’re seeking a richer life experience. As the leading AI governance shapers, we’re asking what experiences should AI make possible that increases wisdom, compassion, agency, and human flourishing without sacrificing privacy. This is what distinguishes our trainings from others.

In our modules, we teach with the objective to help the student become wiser, compassionate, aware of the consequences of improper use but not just for themselves but for others. We want our students and consultants to think about what type of legacy they’re leaving behind in this space as it’s being shaped by them knowing that they're evolving right along with AI.

Another distinction is most organizations measure profit, productivity, efficiency, compliance and risks. PSM on the other hand helps organizations measure psychological safety, trust, ethical AI use, human autonomy, fairness, and decision transparency. Instead of AI replacing humanity, we want to become a tool for protecting it as we teach others to do the same.

We believe that AI Governance exists to preserve what makes humans human. That’s our philosophy and framework. Real AI governance means every policy could answer questions like:

Does this increase dignity?
Does this increase agency?
Does this increase understanding?
Does this strengthen relationships?
Does this leave people more capable than before?

Most companies are just interested in AI. We’re interested in human evolution through AI. We see AI as the catalyst and that’s a very different conversation.

We help people and organizations use artificial intelligence to become more ethical, more self-aware, more compassionate, and more capable than they were before.

At PSM we aren’t focused on automation and the last thing we promote is replacing people. Compliance isn’t even the primary focus of our mission. Compliance is a foundation and human evolution is the purpose.

AI is being used to make people faster. We want the users of AI and AI leaders to expand their perspectives. We want each of them to ask, “Does this help people see the concerns of others better than they could before?” If we can achieve that, then we have succeeded in expanding perceptions.

If that perspective is what gives rise to empathy, wisdom, better decisions, and healthier organizations, then we are building something that helps humans be more human and remain human in this seemingly cold, technological world.

Most AI companies are competing to save people time. Very few are competing to deepen judgment, strengthen relationships, and cultivate trust. Those are harder to copy because they're rooted in philosophy as much as technology. We are the company who helps organizations use AI without sacrificing humanity.

As a certified AI Governance provider in the state of Texas, I have a prediction. In the near future, AI to business will become what gyms have became to the overall wellbeing of humans. AI governance consultants will be to businesses what personal trainers are to gym goers.

AI governance consultants will be viewed as the authorities on the overall technological health of businesses everywhere.

Companies who adopt AI governance practices and policies will be the example of what strategic and ethical leadership in the tech space looks like.

This is one of the defining ways professionals will judge and distinguish between which companies are serious about investing in how their companies are lead.
