Paul Burgarino, Director of Vote by Mail, and Kent Shaw, Regional Account Executive, BlueCrest are spending this week at the Colorado VBM Conference in Denver, connecting with election officials and jurisdictions about vote by mail infrastructure.

It's a good moment to look back at the scale of the last general election. In 2024, 92 million ballots were processed nationwide, and mail-in ballots accounted for 48 percent of all votes cast. Across 80 sites, BlueCrest solutions supported the processing of more than 33 million of those ballots.

Conversations like the ones happening in Denver this week are a reminder of how much operational precision matters for every election cycle. We at BlueCrest are proud and honored to play such an important role in the voting process in America. We truly believe the work we do makes a difference.

Before the pandemic, vote-by-mail ballots represented 20–40% of all ballots cast in the county. Today, that number sits above 80%. For Santa Barbara, with a voting population of 250,000, that translates to roughly 200,000 envelopes to process and tabulate. And in California, the vast majority of those arrive in the final day or two before Election Day.

County IT staff put it plainly at the Board of Supervisors meeting: they were running 90% vote-by-mail volume through a machine built to handle 40%.
That gap compresses into a bottleneck right when it matters most. Slower results, more pressure on staff, and more time before certified outcomes reach the public.
