Not sure why the plumber ran the hot water line outside the house and then brought it back under a footer at a double front entry doorway. To top it off they kinked the copper that created a leak 35 years after construction.

The leak was inside the block wall poured solid in concrete on the hot water line that was not sleeved. The (Expert) plumber then took the hotline outside of the house to distribute hot water to kitchen bath and laundry with sweated fittings underground. The inspector must have been blind or brother-in-law! Orange City special!
