Biennial IFR Pitot Static Certification Quandary.
Owner schedules his 91.411 & 91.413 (IFR Cert), arrives and I ask the same question I ask everybody when they arrive, any issues ? Has ATC mentioned anything about your transponder or altitude ?
The owner says everything is fine, no isssues, and the encoder is on the money. Perfect I said. So we start the inspection and straight away we find a huge static leak (we are allowed a 100ft per minute leak). We narrow the source of the leak down to the altimeter.
So this is the "quandary" part, this system works perfectly, but we cannot certify the system because of the leaking altimeter, but this is false condition for the aircraft, because the aircraft is always under constant pressure, but trying to explain to owners that we have to replace their altimeter "when everything was working great" does always go well. I removed the suspect altimeter and videoed the leak test on the bench to show the owner. I did mention that the leak test was a "false" condition because in normal use the aircraft will never see this situation for the leak to occur, but this is one of the parameters required by the FAA for the IFR certification.
