📢 IMPORTANT REMINDER: RELIAS AND OTHER PLATFORM BASED TRAINING CERTIFICATES

Not all Relias certificates contain the continuing education approval information required by WVCBAPP.

Relias offers an option to obtain certificates reflecting NAADAC-approved continuing education for eligible courses.

We understand that some online training platforms, including Relias, may require a professional certification or license number before allowing users to select a specific continuing education approval option. We are working with them to correct the platform.

✅ What you need to do:

* Select the appropriate NAADAC continuing education option in Relias.
* Download the certificate displaying the approval information.
* Submit that certificate with your certification or recertification application.

⚠️ Please note: Moving forward, Relias certificates that do not demonstrate NAADAC approval or another WVCBAPP-recognized approval will not be accepted.

If you have already completed the course, check Relias to see whether you can download the appropriate certificate without repeating the training.

Please verify your certificates before submitting your application!

WVCBAPP Legislative Update: Senate Bill 897

The West Virginia Certification Board for Addiction and Prevention Professionals (WVCBAPP) would like to provide an update regarding the implementation of Senate Bill 897 and the proposed legislative rule establishing licensure for addiction professionals in West Virginia.

On October 12, 2026, the Legislative Rule-Making Review Committee considered the proposed rule and elected to postpone further consideration until November to allow additional clarification and review of certain administrative provisions.

Importantly, Senate Bill 897 remains law. The postponement does not repeal the legislation or eliminate the licensure pathway established by the Legislature.

WVCBAPP is working collaboratively with the appropriate parties to address the committee’s questions and support the rulemaking process.

As a reminder, WVCBAPP is a self-funded, nonprofit professional certification board that does not receive ongoing state/federal appropriations to support operations. The board remains committed to professional accountability, ethical standards, workforce development, and public protection.

We recognize the importance of this legislation to our certified professionals and the individuals and families they serve.

At this time, certificate holders should continue to maintain their credentials and comply with all existing certification requirements. We will provide additional updates as the process moves forward.

📣 AADC/ADC Workforce Survey — We Need Your Input!

WVCBAPP is collecting information to better understand the current AADC/ADC workforce in West Virginia and the potential impact of the new licensure process beginning July 1, 2027.

We are asking current AADCs/ADCs and others working toward these credentials to complete a brief survey.

The purpose is to help us understand:

• Where AADCs/ADCs are currently working
• How many are already independently billable through another professional license
• How many work within Medicaid-funded organizations, OTPs, MCOs, state government, or other parts of the behavioral health system
• Whether individuals intend to pursue licensure under the new law
• How they anticipate using that license — including whether they plan to practice independently, remain in their current employment, expand services, or pursue other opportunities

Why does this matter?

As West Virginia prepares to implement AADC/ADC licensure, decisions are being made about its potential workforce and Medicaid impact. We want those discussions to be informed by actual information from the people working in the field, rather than assumptions about how many individuals may become new independent Medicaid providers.

The survey is brief, and the more responses we receive, the more useful the information will be.

Please complete the survey and share it with other AADCs, ADCs, and individuals pursuing these credentials.

Every response helps us build a clearer picture of West Virginia’s substance use disorder workforce.

🚨 IMPORTANT RECERTIFICATION NOTICE

If 2026 was your recertification year and you did not complete your recertification by September 30, your credential is now INACTIVE as of October 1, 2026.

An inactive credential cannot be used until all recertification requirements have been completed and your credential has been returned to active status.

To reinstate, you must:
• Submit your recertification application and all required documentation
• Pay all applicable fees, including late/rush processing fees
• Complete the process no later than December 31, 2026

⚠️ After December 31, your credential will be fully expired. Beginning January 1, 2027, you will be subject to the requirements in effect for a new applicant.

📢 AADC & ADC credential holders: Please remember that the new licensure process takes effect July 1, 2027. Once licensure is in effect, individuals returning after expiration will be required to apply under the new licensure requirements in effect at that time rather than simply submitting a recertification packet.

Please take care of your inactive credential as soon as possible and do not wait until the December 31 deadline.

🚨 IMPORTANT WVCBAPP CREDENTIAL EXPIRATION REMINDER 🚨

All credentials expiring September 30, 2026, must be fully approved for renewal to remain active. THERE IS NO GRACE PERIOD!
Effective October 1, 2026, any credential that has not been renewed will become INACTIVE. You will no longer be permitted to use your credential, and your status will be reported as inactive to the appropriate entities, including Medicaid for applicable credentials.

⚠️ You still have time to renew!

If your credential becomes inactive, you have until December 31, 2026, to submit your renewal application, all required documentation, and all applicable fees, including late fees.

⛔ After December 31, 2026, you will no longer be eligible to renew your expired credential. You will be required to submit a NEW application, meet the current credentialing requirements, and sit for the certification examination again.
Please do not wait until the last minute! Make sure your application is complete, all outstanding items have been submitted, and all required fees have been paid.
We want everyone to maintain their credentials and avoid any unnecessary interruption in their ability to practice.

🚨 IMPORTANT RECERTIFICATION REMINDER 🚨

If this is your recertification year, Please be advised that applications requiring late/rush processing will NOT be reviewed until all required late/rush processing fees have been paid.

📅 OCTOBER 1, 2026 DEADLINE

Effective October 1, 2026, anyone who has not received full approval for recertification will be moved to INACTIVE status and will be unable to utilize the credential until:

• All required fees, including applicable late/rush processing fees, are paid
• All outstanding documentation and/or requested items are submitted
• The recertification has been reviewed and approved

⚠️ PRSS CREDENTIAL HOLDERS:
PRSS credentials that become inactive will be reported to Medicaid as inactive and will not be eligible for reimbursement under the credential until recertification requirements are completed and the credential is returned to active status.

📅 FINAL DEADLINE: DECEMBER 31, 2026

If all required fees are not paid and all outstanding items are not submitted by December 31, 2026, the credential will be lost.

After that date, individuals wishing to become credentialed again will be required to reapply as a new applicant and complete all applicable requirements, including retesting.

Please do not wait until the last minute. If you have received communication identifying outstanding fees or documentation, those items must be resolved before your recertification can be completed.

Payment and submission of documentation does not equal approval. Your credential must be fully reviewed and approved to remain active after September 30.

Occasionally, a duplicate payment may occur — for example, if a PayPal button is clicked or submitted more than once.

If you notice what appears to be a duplicate charge from WVCBAPP, please email [email protected] and include information about the transactions.

We are happy to review the payments and, when we can confirm a duplicate charge, issue a refund as quickly as possible.

Reaching out to the Board directly is generally much faster than opening a PayPal dispute. A PayPal dispute requires additional accounting review, documentation, and response steps before the matter can be resolved. Because WVCBAPP is operated largely through volunteer service, contacting us first also helps us resolve the issue efficiently while preserving valuable volunteer time.

Our goal is simple: if you were accidentally charged twice for whatever reason, we want to help get your money back to you as quickly as possible.
