Today, history was made in Duncan. DAEDF and the Stephens County Commissioners hosted the official groundbreaking for the Stephens County Refinery Redevelopment — welcoming Green Fuels Operating as it begins construction on a new $400 million refinery on a site that has been part of our community's story since the 1920s. This didn't happen overnight. It took the work of Stephens County, DAEDF, ODEQ's environmental certification of the brownfield site, and the vision of a company willing to invest in Duncan. Today, that work paid off.
What's coming:

✅ 75–80 permanent six-figure careers
✅ 30,000 barrels/day refining capacity
✅ Clean-engineered technology with closed-loop emissions capture
