In April 2026, Advanced Tactical Solutions (ATS) and Flexion Presidio Risk Group (FPRG) conducted a three-day risk and threat assessment and active threat preparedness program at Legacy Silverton Medical Center, in Oregon.

This tragedy carries particular meaning for our team after working with healthcare professionals in Oregon earlier this year.

Our hearts are with the families and the entire Bend, Oregon, community following the shooting at Silver Rail Elementary School. Three children and a teacher lost their lives. We are thinking of those who were injured, the children and staff who survived, and everyone facing the grief that follows such violence.

Among the issues we examined was how a hospital would respond to a mass casualty event in the surrounding community. Those discussions addressed available resources, patient care demands, communications, and coordination during an emergency.

We also reviewed the hospital’s own active shooter response plans and incident command structure, and met with representatives of the local sheriff’s office to discuss their proposed response to an incident at the hospital.

These are difficult conversations, but they give the people responsible for others an opportunity to examine their plans, identify gaps, and practice decisions before an emergency occurs. That is the purpose of our preparedness work with hospitals, corporations, and other organizations.

Our thoughts remain with the families whose lives have changed forever, the Silver Rail school community, and the educators, first responders, and medical teams caring for those affected.

A driver, a dad and a teacher are among at least three people who tried to stop a 16-year-old gunman who attacked an Oregon elementary school this week.

A special thank you to the conference organizers who attended our session and sent us these photos of our two ATS trainers. We appreciate you capturing the instruction and sharing these with us.

These are a few moments from yesterday’s fantastic training session at the IALEFI Conference, where ATS taught the Center Axis Relock (C.A.R.) combat pistol fighting system to numerous law enforcement fi****ms instructors.

Our class included representatives from law enforcement agencies across 11 states and Puerto Rico. It was a privilege to work with instructors who brought different experiences, thoughtful questions, and a shared commitment to continued learning.

Day 2: Range Day, Industry Connections, and Fellow Instructors

Today’s was exclusively for law enforcement trainers to meet vendors, test equipment, and enjoy time on the range. We fired a few hundred rounds through .223/AR-15 platforms, .308 ri**es, suppressor-equipped fi****ms, and several G***k Gen 6 models. Vendors provided the equipment and am******on at no cost. Additionally, we visited the repelling and training tower along with the Range shoot-house.

ATS also worked out arrangements with target manufacturers to supply our agency with professional and custom training targets for future classes.

A highlight was connecting with fellow fi****ms and law enforcement instructors from California to Florida, Minnesota to Texas. We shared stories, compared equipment, talked teaching methods, and enjoyed a great day together.

Tomorrow, we’re back to classroom sessions, academic coursework, and preparing for range classes.
